Congressman Artur Davis introduced H.R. 3473 the Military Internet voting Pilot Bill in the U.S. House of Representatives. The bill seeks to find alternatives for those U.S. service members who are in active duty overseas and may be unable to cast their votes in local, state and Federal elections. The program will be carried out through the Secretary of Defense who will carry out a series of pilot programs testing the feasibility of using alternative methods, including advance technologies and the Internet, to enable our service members to register to vote, and to cast a completed ballot in federal elections.

States will participate in the pilot program by establishing a bi-partisan advisory panel including election officials and the spouses of service members and submitting an application to the Secretary of Defense. Priority will be given to states with the greatest number of absent uniformed service members who are eligible to register to vote and eligible to vote in elections for federal office in the State.
