I rise today in strong support for the men and women of the Portsmouth Naval Shipyard. The Portsmouth Naval Shipyard has prepared a detailed capital improvement program that elevates their shipyard from the gold standard to the platinum standard. It will ensure that the Portsmouth Naval Shipyard is prepared to meet future challenges required of the Navy's long-term ship repair vision. I support this long-term capital investment strategy and believe that it is incumbent on the Congress to support all of our public shipyards and, most importantly, the Portsmouth Naval Shipyard Capital Improvement Program.
