Expanding Opportunity Through Education
Increasing New Hampshire's High School Graduation Rate
Gov. John Lynch fought successfully to pass a new law to give more New Hampshire young people the opportunity to graduate from high school. Under Gov. Lynch, New Hampshire passed a law requiring young people to stay in high school until age 18 or when they receive their high school diploma, rather than dropping out at 16. To help young people graduate, John Lynch is also proposing more alternatives, including night school, internships and vocational education.
Promoting Technology Education
As part of his efforts to ensure New Hampshire has the educated workforce it needs to succeed, Gov. Lynch's budget allows the state to develop and expand pre-engineering technology programs to serve at least an additional 1,600 students through the career and technical education centers in the White Mountains, Plymouth, Peterborough, Dover, Somersworth, Keene, Concord and Salem.
Helping Communities Open Kindergartens
Gov. Lynch signed into law a new definition of education that will make public kindergarten available to all of New Hampshire's children for the first time. In addition, he has supported continuing the state's kindergarten construction program to make it possible for communities to begin to offer kindergarten.
Opening the Door to Higher Education
Increased Funding for New Hampshire's Public Colleges and Universities: Gov. Lynch is working to make college more affordable for New Hampshire students, with increases in funding for New Hampshire's public colleges and universities.
New Scholarships for New Hampshire Students: In partnership with Gov. Lynch, the University System launched a new scholarship program for New Hampshire students. The "Affordable College Effort" program ensures that first and second-year New Hampshire students who receive the maximum Pell Grant are able to attend University System institutions for no additional tuition.
Encouraging Young People to Consider College: John Lynch worked with the University System of New Hampshire to create Project Mentor, a statewide program that recruits college students to mentor middle school students, encouraging the middle schoolers to begin considering higher education.
Expanding Project Running Start: Gov. Lynch is making it possible for double the number of New Hampshire students to enroll in Project Running Start. Project Running Starts allows high school students to earn college credits right at their own local high schools, helping students save on future tuition dollars. The credits are transferable to hundreds of colleges around the country.
Capital Investments in New Hampshire's Public Colleges and Universities: Gov. Lynch's 2008-2009 capital budget provides $35 million to continue the state's ongoing effort to modernize buildings across the University System. In addition, the budget provided $32 million to make capital improvements at New Hampshire's community technical colleges, including upgrading the Automotive Building Education and Training Centers in Manchester, Laconia and Nashua; building a new Health Education Technology Center in Nashua; adding a new wing for the nursing program at the Academic Career and Health Education Center in Concord; and completing renovations for a new campus at Pease.
Helping Students Get a Good Start to Every School Day
Gov. Lynch signed legislation giving New Hampshire schools additional help to provide school breakfasts so students can get a good start to every school day.
Expanding Access to Quality Early Learning
Under John Lynch, New Hampshire created the Quality Early Learning Initiative to make it possible for more families to afford high-quality child care for their children. In addition, Gov. Lynch's 2008-2009 budget provided the first increase in state funding for Head Start since 2000.
Ensuring Safe Schools
Gov. Lynch signed legislation requiring public and nonpublic schools to develop and implement emergency response plans based on national standards to strengthen the chances for success in both college and the workplace.
