We live in dangerous and consequential times. Our threats are varied -- some are new threats, others are as old as human existence, and still others are as old as time. Our safety is threatened by natural forces and human forces.
As we seek to keep our citizens safe from threats that include: acts of terror or war, nuclear proliferation, natural disaster and pandemic, we must recognize that our resources are not unlimited, and therefore we must target them strategically.
I believe that the federal government bears the primary responsibility to keep our nation safe, through a strong defense. But, we should not allow the importance of that mission to stifle a rigorous scrutiny of such a complex and massive enterprise.
We must understand and acknowledge the true consequences of our defense and war spending. The magnitude of these expenditures affects our capacity to respond to the other major challenges of our times and the investments we make in our people.
