Strengthening our borders should be a homeland security priority. We cannot solve the illegal immigration problem without first securing our nation's borders. Congresswoman Miller supports the Border Protection, Antiterrorism, and Illegal Immigration Control Act passed by the House. This bill provides for systematic surveillance of our borders using unmanned aerial vehicles (UAVs), ground-based sensors, satellites, radar coverage, and cameras and the hiring and training additional Border Patrol agents.

Congresswoman Miller believes that placing the National Guard along the Southern Border is an important first step to secure our Southern border. We must also ensure that employers are not able to hire illegal immigrants. Representative Miller feels that stiff penalties should be applied to employers who flout the laws and provide incentives to immigrants who cross the border illegally.

We are a nation of immigrants, but we are also a nation of laws. Rewarding illegal immigration with amnesty, or earned citizenship sends the wrong signals to those who are waiting patiently to enter this country legally. Congresswoman Miller welcomes those immigrants that follow the law, but opposes rewarding illegal immigrants with amnesty.

Representative Miller has even called for an amendment to the United States Constitution to ensure only citizens of the United States are counted and considered when Congressional Districts are apportioned; the Constitution's 14th amendment currently states that all persons must be included. This change will ensure that states with large illegal populations will not receive additional seats in Congress. Congresswoman Candice Miller believes that the inclusion of non-citizens in the drawing of Congressional districts is fundamentally unfair and is in violation of our ideal of "One Man; One Vote."

Closing the loopholes in the way state governments issue drivers licenses is a key component of homeland security. Preventing terrorists and illegal immigrants from obtaining valid driver's licenses is vitally important to our security. Several of the 9/11 hijackers obtained driver's licenses illegally, enabling them to carry out the attacks on our homeland. By strengthening the requirements to obtain a driver's license we can make it more difficult for terrorists to commit future attacks.

The Real ID Act, which was co-sponsored by Congresswoman Miller, sets federal guidelines for states to follow before issuing a driver's license or identification card. These include verification of documents presented to obtain state identification in order to receive a valid driver's license.

More recently, Representative Miller has developed a Northern Border Initiative that calls for the implementation of several mechanisms to defend the Northern Border. The Blue Water Bridge in Port Huron is one of the busiest commercial border crossings in North America, and the best way to protect the bridge would be institute reverse inspection, i.e. inspecting vehicles before they cross the bridge. Additionally, the implementation of Unmanned Aerial Vehicles on the Northern Border to survey the border and monitor cross-border activity is a vital component to making sure we know who crosses into our country, and for what reasons. With over 1,000 paved unmanned crossings on the northern border, there's plenty of work left to do on the northern tier.
