REP. GENE GREEN (D-TX): Thank you, Mr. Chairman. I'll be brief, and I ask unanimous consent that my full statement be placed in the record.

REP. BERMAN: Without objection.

REP. GREEN: In my short time on this committee and having an opportunity to meet with lots of leaders from other countries and visits, particularly to Latin America, I've found that in following our ambassador I was never so proud to see our USAID folks in rural area Bolivia providing Internet hookup in a country that's really difficult politically maybe for the United States now, or the Peace Corps in Northern Ecuador. And I'm convinced that our country needs to lead with a soft assistance in the world. Our military will always be there, but it's much better to have our folks there earlier doing some of the good things our country's known for instead of having to do the military side of it.

And with that, Mr. Chairman, I appreciate your effort to do this. Our committee has already done some things this year with the International Tuberculosis effort and things like that, and your leadership on the bill, on HIV. So I look forward to continuing working with you.
