REP. CARTER: You know, when the American people sit down at the breakfast room table to pay the bills every day -- or every week or every month, however it works at their house -- they're not thinking about who ought to be held in contempt of Congress or what's going on inside the Beltway in Washington, D.C. What they're thinking about is the price of their house is going down and their mortgage is going up.

They're thinking about, if one of us gets laid off, are we going to lose our health insurance? Did that, is that tuition check that I just wrote for the kids in college, is that tuition check, is it going to clear? They're thinking about the things that are human and normal about living life in America. It's our job in Congress to meet those challenges, those human challenges. And that's why, if we look at this stimulus package, let's meet the human needs, not the political needs in Washington.
