McKinney Ranked Best Georgia Democrat in Legislative Effectiveness by Congress.org

Congress.org ranks Cynthia McKinney highest of all Georgia Democrats in Legislative Effectiveness.

Cynthia McKinney commented on what the various rankings mean:

Unless you are comparing a long term rep to a new challenger or like big money candidates, the Power Ranking is not going to help you.

The Power Ranking is made up of 3 factors. One is largely based on seniority. Since I was not given back mine, I am considered a freshman congressperson, though I would still have two more years than my opponent, if re-elected.

Another ranking is based on influence. This is largely determined by how much money a congressperson gives to other groups through his campaign or through a PAC he controls. So big money candidates score big here.

The ranking that I score highest in, the ranking I would argue is the most relevant, is the Legislative ranking. This is based on how many pieces of legislation a congressperson was able to pass through the house. Passing one bill is no small feat. In any given Congress, around 7,000 pieces of legislation are introduced and only a few hundred pass. So each Member is doing well to get one bill passed in any 2-year period. Two of my bills have passed and I have also passed one resolution and numerous amendments.

Obviously with a Bush White House and Republican Senate and Republican House, it's hard if not almost impossible, for good Democrats to get bills through. So Republicans rank higher. But of all Democrats in Georgia, I rank the highest.

At the time of this writing, HR 2099 has passed both Houses. After HR 2099 is signed by the President, Congress.org should increase Rep. McKinney's Legislative score in their next change cycle.
