HOLT STATEMENT ON LEAGUE OF WOMEN VOTERS ENDORSEMENT OF VOTER-VERIFIED PAPER RECORDS FOR ELECTRONIC VOTING MACHINES

As the League noted, Paperless electronic voting systems are not inherently secure, can malfunction, and do not provide a recountable audit trail.' We will be unable to remove doubt about the results of elections using such machines until there is a national standard requiring auditability.
