Perry-Sharp Tax Reform and Relief Plan

My fellow Texans...

For decades, Texas has needed a new tax system to pay for public education:... one that lightens the load on property owners... spreads the burden more evenly... and protects Texans' jobs.

Today, that goal is within reach.

The bipartisan Texas Tax Reform Commission I appointed last year has developed a plan that will deliver a record $6 billion in property tax relief... enough to lower property tax bills by about one-third, and make homeownership more affordable for thousands of Texas families.

This plan also reforms our business tax structure so that it is broader, fairer and more modern. It closes loopholes so more businesses will pay their share of education costs, and it lowers the rate so employers can continue to grow and create jobs.

If lawmakers pass this plan, employers will have new incentives to invest in people. Every time a business hires someone, or invests in employee healthcare and pensions... their tax liability will go down.

Texans will save $1.5 billion in taxes, and that includes families in every income bracket that don't smoke.

I am asking the legislature to pass this tax reform plan because it is fair, forward-looking and future-oriented.

It is a responsible plan that encourages investments in jobs and workers... provides a stable source of revenue for our schools... and utilizes a portion of the existing budget surplus to give the people a well-deserved tax cut without leaving future legislatures a mountain of debt.

That is why more than two dozen professional, education and taxpayer associations... representing more than 3 million Texans... have already endorsed this historic proposal.

And if lawmakers lay politics aside and adopt the commission's recommendations, they will forever shape Texas' future for the better.
