The Founding Fathers created the federal government to assume the duties that the states had proven inefficient at handling. Those duties are outlined in Article 1, Section 8 of the U.S. Constitution. They did not want a central governing authority; they had just won a war to break away from a central governing authority and they were well aware of the threat such an entity posed.
The 10th Amendment reserves powers that are not enumerated in Article 1, Section 8 to the several states. Accordingly, we as Montanans have the right to manage our own lands, educate our own children, utilize our own energy resources, etc., as WE see fit. Helena has not done an effective job of resisting federal usurpation.
