Rep. Raúl Labrador, R-Idaho, voted Wednesday to disapprove a rule submitted by the Environmental Protection Agency and Corps of Engineers that rewrites a four-decade-old definition of "navigable waters" under the Clean Water Act. S.J. Res. 22 passed on a 253-166 vote. A statement from Labrador follows:

"Having fought the President's unconstitutional "waters of the United States' rule from Day One, I was gratified to join a bipartisan majority in the House to send him a resolution blocking this job-killing regulation. The rule represents one of the worst water grabs in American history, usurping states' rights and giving the EPA new powers to hamstring growth across the economy.

"If the President vetoes the resolution, it will be consistent with his practice of making it harder every day for ordinary Americans to make a living. Thankfully, the rule has been halted in court by a lawsuit brought by 32 governors from both political parties. Ultimately, I believe we will win this fight to roll back unconstitutional executive overreach."
