House Breaks Up Regulatory Inside Game

Statement

House Majority Leader Kevin McCarthy (CA-23) released the following statement on House passage of H.R. 1155, the Searching for and Cutting Regulations that are Unnecessarily Burdensome (SCRUB) Act, and H.R. 712, the Sunshine for Regulatory Decrees and Settlements Act:

"The unchecked growth of the federal bureaucracy has produced so many arcane regulations for so long that it's nearly impossible to get a complete picture of all of the red tape. Identifying and removing regulations that most restrict our freedom is important, but there has long been a steady flow of relatively unknown regulations that drag down our economy, overreach into Congress' Article I power, and limit the freedom and happiness of the American people. On top of that, activists and agencies use this regulatory web to trap Americans in an inside game known as "sue-and-settle' that results in more regulations without public input or review.

"We need complete regulatory reform to open up the rulemaking process to the public eye and to put an end to unnecessary regulations. I have long advocated for a commission to review federal regulations and identify the ones most in need of repeal. Thanks to Representative Jason Smith's (MO-08) hard work, we've passed the SCRUB Act that does just that. And in Representative Doug Collins' (GA-09) Sunshine Act, we can shine the light on sue-and-settle decrees and break up the inside game that few can play but affects so many Americans. With these bills, we can start restoring a proper separation of powers between the executive and legislative branches of government."
