Gov. Sanford Issues Statement on LAC Report

GOVERNOR SAYS REPORT HIGHLIGHTS NEED FOR
RESTRUCTURING OF AGENCY OPERATIONS

Columbia, S.C. - January 28, 2003 - Governor Mark Sanford today issued the following statement regarding the Legislative Audit Council (LAC) report release today outlining non-Medicaid issues at eight human service agencies. The report suggests that the overall organization is fragmented, that similar services are provided at multiple agencies, that there is room for improvement in fee collection and performance measurement and that there is no centralized accountability as five of the eight agencies are outside of the Governor's Cabinet.

"This report highlights the two central elements of what our restructuring plan is all about - advancing the notion of fiscal responsibility and the notion of accountability in government," Gov. Sanford said. "We don't accept waste and duplication in the business world and we shouldn't accept it from state government either. Similarly, in the business world you don't give someone a job to do and then take away the tools they need to do it properly. We're in a situation with the budget where we can't afford inefficiency and a lack of accountability - two problems our government restructuring plan addresses in detail."
