Representing one of the most diverse constituencies in the country, Joe has become a leading expert on a range of foreign policy matters and a strong voice on international affairs. He believes that establishing and maintaining strong relationships abroad is essential to promoting both U.S. security and human rights around the world.

Joe served on the House Committee on Foreign Affairs from 1999 to 2010. His tenure on the Committee has given him unique insight into many of today's most pressing international issues, including U.S.-Asian relations, human rights promotion, trade and the Middle East peace process. His efforts include:

-Actively working to support the implementation of the Good Friday peace accords throughout all of Ireland

-Leading efforts on U.S.-India and U.S.-Bangladeshi relations, including co-chairing the Congressional Caucus on India and Indian-Americans and the Bangladesh Caucus

-Serving as a leading voice in advocating for human rights in Burma, including spearheading passage and renewal of the Block Burmese JADE Act

-Promoting peace in the Middle East through multiple efforts, including authoring legislation to stop children's television programming that promotes hatred and violence against Israel and the United States

-Strongly supporting nuclear non-proliferation efforts to prevent countries such as Iran from obtaining nuclear weapons

-Supporting domestic and international initiatives to promote and secure women's rights worldwide

-Supporting major anti-poverty, public health and human rights efforts in Africa

-Actively working to expand ties with Caribbean countries, including the Dominican Republic and Haiti
