The Capital Development Committee (CDC) is a statutory committee comprised of three House members and three Senate members. The committee is responsible for reviewing funding requests for capital projects from all state agencies, and making prioritized funding recommendations to the Joint Budget Committee. State departments and higher education institutions submit capital requests to the CDC for funding from state sources or cash sources, such as a federal matching grant. The CDC considers the recommendations of the Governor's Office of State Planning and Budgeting and the Colorado Commission on Higher Education in developing its funding priorities.
