Constitutional Amendment 2 proposes to amend Article 11, Section 1 of the Constitution of New Mexico to require the Legislature to establish, in statute, increased qualifications and continuing education requirements for individuals running for and serving as a commissioner of the Public Regulation Commission ("PRC").
