    Constitutional Amendment No. 1 proposes to amend Article 9, Section 14 of the Constitution of New Mexico to create a new exception to the "anti-donation clause" in order to allow the state to establish a veterans' college scholarship program for military war veterans of conflicts that began after August 1, 1990.
