  • Andre Carson. Carson Opposes Cuts to Food Programs. 16 June 2011. "Today, the U.S. House of Representatives voted 217-203 to cut the funds budgeted for food assistance for women, children, and low-income Americans by $650 million. Congressman André Carson voted against the cuts. "No issue should be as bi-partisan as feeding children," Carson said. "But Republicans in the House have yet again showed their misplaced priorities. To continue providing billions in tax cuts for millionaires and oil companies while gutting nutrition programs for children when food prices are rising is inexcusable." (votesmart.org)
  • Andre Carson. Carson Urges Senate Action on Unemployment Benefits, Job Creation. 19 July 2010. "Thousands of Hoosiers have lost their economic lifeline because of partisan posturing. While Republicans continue to call for hundreds of billions of dollars in tax cuts for the wealthiest Americans, those in dire need are being pushed to the side. This delay is hurting families as well as our economy. The Congressional Budget Office has found extending these benefits to be one of the most cost-effective and fast-acting ways to stimulate the economy." (votesmart.org)
  • Andre Carson. Carson Courier: April 20, 2012. 20 April 2012. "Tax Day has now come and gone, and Americans have been reminded yet again about the need for fairness in our tax code. Throughout the country, men and women with modest incomes are actually paying a higher tax rate than their well-paid bosses. That is why I co-sponsored the Paying Our Fair Share Act and expressed my support for the 'Buffett Rule', which states that no household making over $1 million annually should pay a smaller share of their income in taxes than what middle-class families pay." (votesmart.org)
  • National Taxpayers Union. 04/18/2012. "André Carson supported reasonable tax and spending policies as defined by the National Taxpayers Union 4 percent of the time in 2010." (votesmart.org)
  • Andre Carson. Letter to Democratic Leader Pelosi. 25 July 2011. "Especially in these tough economic times, we should not be cutting Social Security, Medicare, and Medicaid benefits that millions of our constituents paid into and depend on. Such benefit cuts should be off the table in current debt discussions. Our Republican colleagues should be embarrassed by their insistence that unless Social Security, Medicare and Medicaid benefits are cut, the nation will default on its debts. Middle-class families have sacrificed enough, and a deal that pushes the American Dream further out of reach, in order to pay for extending tax breaks for the rich and corporations, is simply unacceptable." (votesmart.org)
  • Andre Carson. Placing Priority on Helping Middle-Class and Unemployed, Carson Backs Tax Relief Bill. 16 December 2010. "Tonight, we were able to deliver tax relief that middle-income families need and deserve, as well as an extension of unemployment benefits that will offer an economic lifeline for millions of people struggling to find employment. As we try to increase the pace of our recovery, measures like this make sound economic sense. Putting money back in the pockets of the middle-class and the jobless is a cost-effective and fast-acting way to stimulate the economy and create thousands of jobs. The same cannot be said, however, for the provisions focused on our nation's rich and elite. "Through this bill, Republicans have thrust upon the American people a change to the estate tax, which amounts to a $23 billion giveaway to the wealthiest estates in the country. This detestable provision will dig us deeper in debt and do nothing to create jobs." (votesmart.org)

  • Andre Carson. Carson Votes To Extend Unemployment Insurance Benefits, Homebuyes' Tax Credit, Tax Relief For Businesses. 6 November 2009. "The Congressional Budget Office has cited unemployment benefits as one of the most cost-effective forms of economic stimulus, and every dollar spent on unemployment benefits generates $1.63 in new demand, according to Moody's chief economist Mark Zandi. "Today's passage of the Emergency Unemployment Compensation Extension Act will bring critical relief to thousands of out of work Hoosiers and will be a great step towards long-term financial growth," said Congressman Carson. "Families across our city who receive these benefits will not only be able to make ends meet for themselves and their families. They will be putting money right back into our local economy -- buying groceries, filling their cars with gas, and making their mortgage payments on time." (votesmart.org)
  • Andre Carson. Issue Position: Economy. 21 October 2011. "André Carson is working hard in Congress to help Indiana's economy recover from the severe recession that began in 2007. André supports ordinary Hoosiers on Main Street, not investment bankers and their lobbyists on Wall Street. He supported the American Recovery and Reinvestment Act of 2009, which will direct nearly $800 billion to schools, health care, infrastructure improvements, and other programs that will spur job creation and prevent layoffs. This landmark legislation will save and create 75,000 jobs right here in Indiana and cut taxes for 95% of Americans. Finally, in his role on the Financial Services Committee, André has supported the recent financial reform bill, which will protect consumers from Wall Street abuses and prevent bailouts from ever happening again." "Today's announcement by the National Bureau of Economic Research (NBER) that the U.S. economy is in a recession is a re-statement of the obvious and further confirmation that working Americans need urgent and immediate relief. That's why it is critically important that Congress pass a timely and targeted economic stimulus package that will help working families victimized by job losses, chronic unemployment, foreclosures and the rising costs of living. Any further delay in the passing and implementation of a reliable and fiscally responsible economic stimulus package will only prolong the hardships and financial perils of low- and middle-income families who are currently struggling to pay their mortgages, send their children to college and secure their retirement savings." (votesmart.org)
  • Andre Carson. Carson Statement On November Job Losses. 10 December 2008. "With the U.S. economy shedding over half a million jobs in November and in light of the fact that a total of 1.9 million jobs have been lost this year, the immediate passage of a comprehensive stimulus package is no longer just an option but is instead a vitally needed necessity. In order to provided displaced workers with the assistance they need, Congress must pass a targeted and fiscally responsible package that spurs job growth, extends unemployment benefits, grants tax relief to working Americans and invests in our nation's aging infrastructure." • Andre Carson. Carson: Obama Small Business Lending Initiative Is Vital In Getting American Back On The Road To Economic Recovery . 16 March 2009. "Congressman André Carson issued the following statement in response to President Obama's announcement of expanded support for American small businesses. The President's initiative will allocate $730 million from the stimulus plan for the purpose of immediately reducing small-business lending fees and increasing the government guarantee on some Small Business Administration loans. This measure will also seek to boost bank liquidity with up to $15 billion aimed at unfreezing the secondary credit market. "Small businesses, which serve as the fiscal lifeline of the United States economy, have been largely overlooked throughout much of our current financial crisis. While assistance to large financial firms was necessary to maintain systemic stability, it is our small businesses that will be responsible for much of the economic recovery that will occur in the coming months. Earlier today, I was pleased to see President Obama announce a comprehensive plan that will increase access to capital for America's small businesses. By unlocking the credit market and stimulating Small Business Administration loans, this plan will give millions of small businesses the opportunity to hire employees, expand the services they provide, and better secure their finances." "Congress passed the landmark Consolidated Omnibus Budget Reconciliation Act (COBRA) health benefit provisions in 1986, and it has maintained a successful program by providing a continuation of group health coverage for individuals and families that might otherwise have been terminated. And, through the economic stimulus package passed in February, a 65 percent subsidy was provided for COBRA benefits for nine months and has been a welcome relief for thousands of unemployed workers who otherwise would not have been able to afford the COBRA premiums." No Child Left Behind established admirable goals and objectives for improving our public education system. Nevertheless, it has done a disservice to our children by overwhelmingly focusing on performance on standardized tests. Instead of addressing the individual needs of students in their classrooms, No Child Left Behind has caused many good teachers and administrators to become preoccupied by the threat of sanctions and school closings if their students fail to perform on tests." • Andre Carson. Issue Position: Energy. 24 October 2011. "During the 111th Congress, I had an opportunity to support both the Renewable Energy and Job Creation Act and the American Recovery and Reinvestment Act (ARRA). These landmark pieces of legislation provided a boost to our nation's green jobs industry by establishing almost $40 billion in tax incentives for the production of energy from solar, wind, biofuel, biomass, landfill gas and small irrigation sources. Furthermore, the ARRA invested in a number of multi-million dollar green energy projects in Indianapolis, such as new hybrid technology developed by Allison Transmission, EnerDel automotic lithium-ion batteries, the Carbon E7, a new ultra-efficient police vehicle built by Carbon Motors, and millions of dollars worth of federal funding to encourage the development of clean energy start-ups and new clean energy technologies. With the support of Congress, these technologies will make it possible to dramatically reduce petroleum consumption and carbon emissions." (votesmart.org)
  • Andre Carson. Press Releases: Carson Statement on Earth Day. 1 June 2012. "Earth Day allows us as Americans and inhabitants of this beautiful planet to stand united in our fight against the perils of global warming, greenhouse gas emissions, and pollution. In order to secure a clean and pristine environment for future generations, it is incumbent upon all Americans and industries to do their part as it pertains to recycling, conserving energy, and using eco-friendly products. Strong scientific evidence indicates that air pollutants, toxic waste, and other contaminants are threatening the purity of our oceans, forests, and atmosphere. That's why this New Direction Congress is committed to doing its part to combat initiatives that seek to loosen environmental standards and allow polluters to do further damage to our ozone." • Andre Carson. Carson Statement on Earth Day. 22 April 2009. "On this Earth Day, it is important for us to look past the outdated mentality that our economic growth and environmental sustainability are exclusive concepts. Undoubtedly, the shift towards green technology, conservation and emission reduction is not only critical for the future of our climate, but of our economy as well. This is becoming increasingly apparent as thousands of green-collar jobs are being created because of revolutionary innovations in the production and use of renewable energy sources. It is clear, however, that a concerted effort from all Americans is necessary to fully reverse climate change and securely safeguard our environment from irrevocable deterioration. I look forward to continuing to work with the Congressional Leadership and President Obama in coming up with comprehensive legislative solutions to our nation's most pressing environmental issues." "Earth Day allows us as Americans and inhabitants of this beautiful planet to stand united in our fight against the perils of global warming, greenhouse gas emissions, and pollution. I look forward to continuing to work with the Congressional Leadership and President Obama in coming up with comprehensive legislative solutions to our nation's most pressing environmental issues." We write today to respectfully ask that you maintain the integrity of this court and recuse yourself from any deliberations on the constitutionality of this act. "Six months after the Affordable Care Act was signed into law, several key patient rights and protections are set to go into effect, Congressman Carson announced today. These changes seek to stop the decades of abuse that Americans faced from health insurance companies. The new "Patient's Bill of Rights outlaws some of the most egregious practices of the insurance industry, while providing the stability and flexibility that families need to make the choices that work best for them. "The changes going into effect today are about Hoosier families taking back control of their medical decisions from health insurance companies," said Congressman Carson. "Too often, insurance companies have been more focused on profits than patients. They showed this time and time again by routinely dropping people from their coverage when they needed it most. "The reforms that take effect today, such as allowing children to stay on their parents' insurance plan until age 26, are key components of the historic health care reform law. For too long, insurance companies have left patients without coverage when they needed it most and driven up the total cost of health care. That's why I was proud to cosponsor the Affordable Care Act last March. This week a number of crucial reforms to our health care system take effect as a result of this legislation, including: No More Pre-existing Conditions: Insurance companies will no longer be allowed to impose pre-existing condition exclusions on children or set annual and lifetime limits on coverage. Protecting Coverage: Insurers are now prohibited from rescinding coverage when a person gets sick, except in cases of fraud or an intentional misrepresentation of facts. These actions have resulted in stemming illegal immigration into the United States. While these results are encouraging, Americans deserve legislation that fully addresses issues of border security, while also reforming immigration policies. These reforms must be done in a way that ensures our country will continue to attract the best and brightest from all over the world. There is no logical connection between the denial of federal recognition to these gay and lesbian couples, who already are married, and the marital or parenting behavior of different-sex couples. • Andre Carson. Preserving Medicare for Seniors. 22 April 2011. "I want my constituents, especially seniors, to know the impact the Republican-backed budget proposal would have on Medicare. Simply put, the plan written by Rep. Paul Ryan (R-Wis) would end Medicare as we know it. The proposal would increase health care costs for seniors by as much as $6,000, while giving tax breaks of up to $200,000 to those in the highest income brackets. The Ryan plan puts insurance companies in charge of seniors' health care and provides billions in tax breaks to huge multinational corporations that continue to ship good American jobs overseas. Recently Alan Blinder, former Vice Chairman of the Federal Reserve, stated in the Wall Street Journal, "The [Ryan] plan threatens to eviscerate Medicare by privatizing it--with vouchers that, absent some sort of cost-control miracle, would fall further and further behind the rising cost of health insurance. And to make that miracle even less likely, House Republicans want to repeal every cost-containment measure enacted in last year's health-reform legislation. While I adamantly oppose the Ryan Plan, I want my constituents to know that I am committed to working with both parties to cut the deficit responsibly. But the cuts cannot be made at the expense of our seniors. I remain committed to preserving Medicare and Social Security and the services they provide." (votesmart.org)

Along with Social Security, Medicare is a promise we have made to our seniors, and it is essential to a dignified and financially sound retirement. I will fight any cuts to Medicare and will work to pass a Medicare Part D prescription drug plan that really works -- providing quality, affordable prescription drugs to our seniors, not one that benefits the big drug companies and leaves too many seniors confused, limited and without coverage." Our Republican colleagues should be embarrassed by their insistence that unless Social Security, Medicare and Medicaid benefits are cut, the nation will default on its debts. "We are writing to request that you protect vital programs that comprise our social safety net, including but not limited to Medicaid, Medicare, and Social Security, as well as the programs that provide economic security and opportunity to millions of Americans. Vital safety net services and programs support those people hit the hardest by the Great Recession. These services help people and families maintain housing or find shelter, keep food on the table, assist in access to health care, and support those looking for employment, including the long-term unemployed. Examples of federal programs that provide such services include programs which assist disabled veterans to find an accessible home, ensure seniors receive food to eat, help people access our health care system, connect people seeking jobs with employment, give shelter to homeless families, and ensure that children get meals in school." • Andre Carson. Letter to the Honorable Barack H. Obama, President of the United States. 21 July 2011. "The current cut in Social Security contributions must be allowed to expire as scheduled. History instructs that any tax cut is politically difficult to terminate. As you know, although the Bush tax cuts were only supposed to last ten years, the debate of today is centered on whether to permanently extend most or permanently extend all of the Bush tax cuts. We are greatly concerned that a permanent extension of the 2011 payroll tax cut would double Social Security's long-range shortfall and make long-term solutions nearly impossible. Americans' contributions to Social Security should be used for Americans' Social Security benefits. To do otherwise flies in the face of the time-tested wisdom of this program, which was established with an independent revenue stream to protect the retirement earnings of America's workers from budgetary politics. We respectfully request that you reject any proposal that includes an extension or expansion of the payroll tax cut." (votesmart.org)
  • Andre Carson. Social Security. 27 July 2010. "Madam Speaker, one of the most important social programs of our times is nearing its 75th birthday, and I am so pleased to come to the floor today and speak on the vital role of Social Security. Our economy has indeed seen signs of rebirth. However, millions of Americans are feeling the impact, and programs such as Social Security are playing an important role in ensuring these individuals and citizens are able to have their needs met. It aggravates me daily to hear the other side continue to threaten to cut these or to once again focus on privatization. I'm committed to working across the aisle on real solutions when problems arise, but the claim that Social Security is paying out more than it is taking in is simply untrue. The trust fund has reserves of $2.6 trillion, which continues to earn interest and will pay out benefits until 2037." (votesmart.org)

  • Andre Carson. Issue Position: Standing up for our Seniors. 24 October 2011. "Our seniors have spent a lifetime working hard, providing for their families and saving for their retirement, and they deserve respect and peace of mind. I will never privatize Social Security and will fight to ensure it is managed responsibly to remain solvent for current retirees and future generations. Along with Social Security, Medicare is a promise we have made to our seniors, and it is essential to a dignified and financially sound retirement. I will fight any cuts to Medicare and will work to pass a Medicare Part D prescription drug plan that really works -- providing quality, affordable prescription drugs to our seniors, not one that benefits the big drug companies and leaves too many seniors confused, limited and without coverage." • Andre Carson. Middle-class families have sacrificed enough, and a deal that pushes the American Dream further out of reach, in order to pay for extending tax breaks for the rich and corporations, is simply unacceptable."
