Murder at any age is a capital crime. That is just plain justice. The education for stealing should be restitution plus. Society must keep a list and each person consider the criminal repulsive. The age of majority might be about 12 and society teach before 12 that certain actions result in reprisals.
Insurance should be allowed to decide what they insure and the cost, for instance if there is no helmet worn there is no head injury paid by insurance.

The constitution declares the Department of education is unconstitutional! Each school should set its own standard for graduation. If so done, I'm sure there will be corporations that devise tests of differing difficulty and the students results should appear on the diploma. There is no way to test for merit pay because the parents influence the kids education more than the public school teacher. College is an investment by the student. Nobody should be required to pay for another persons investment. My taxes are mine and Gov't is a trustee to use for my society, not another group.
