The first way to balance a budget is to look at spending. I co-sponsored the bill to complete a performance review of ITD in 2009 to determine if we can find savings in the way we are spending current transportation funding. It has been suggested that only .13 on the Dollar is making it to the roads, we can do better out of the $750M provided every year to ITD.
The action of collection of internet taxes must be worth the effort to taxpayers before we take on collecting other state's taxes as well as our own.

Term limits are currently in place. Voters decide every 2 or 4 years to remove or replace those in office.
Real ID as required by the Dept of Homeland security will cost the state ~$22M to implement without the federal gov. paying for that cost. There are other ID options available to the state that would provide the same security and be of less tax burden on the citizens (like Enhanced Drivers Lic. programs)

Our drug court and rehab programs are working well in the state. We need to focus more funding to preventive actions and corrective actions of drug activities in the state to keep from having to continue to spend more on prison brick and mortar. We need to focus more state funding on prevention of drug crimes and help those that are in a never ending circle of violence due to drug addictions.
We must react to the short term and think/plan to the long term...

Student performance is rewarded with good grades; business performance is rewarded with good net profits... Teachers should work under a merit program just like they hold their students to. Good measurement methods can be developed to ensure fairness to all teachers across the state. Good teachers should be rewarded and encouraged to stay in the teaching profession.
Teachers not pulling their weight, should not be rewarded because they've been there long enough... they should be sent a clear message and encouraged to meet standards or find another profession that better suits their skills. Our children deserve only the best.

Determine the real state needs for transportation and how to fund those needs. Users of the infrastructure should pay for the majority of its cost.
Provide state incentives for those that have served or are serving our country in the military such as reduced college tuition, reduced hunting and fishing lic. and reduced permits for camping or use of state facilities.
Continue to focus on state employee incentives to reduce state spending while providing needed services to the citizens of Idaho.
