The county's public school district received a historic $100 million grant last year from the Bill & Melinda Gates Foundation to begin reforms focusing on teacher effectiveness with the ultimate goal of graduating more successful students. The district also is line for another $26 million from the federal Race To The Top grant, money given to states that are committed to dramatically improving education. Florida received $700 million. Hillsborough began this school year with a new program assigning mentors or peers to most of the district's nearly 15,000 teachers and an evaluation system that now takes into account student learning gains. 'There is a concept of trust and respect,' Superintendent MaryEllen Elia said at Thursday's discussion. 'We have to listen to each other and understand if someone disagrees, we have to talk it through.' It's that collaboration between the labor unions and the district that Duncan hopes to replicate across the nation. 'What we have here is a new paradigm that is the model for the nation,'' U.S. Rep.
