Issue Positions

In response to the increasing unwillingness of candidates to answer issue questions, Project Vote Smart has researched Presidential and Congressional candidates' public records to determine candidates' likely responses on certain key issues. These are provided below as a courtesy to voters.

  • "Thanks to remarkable advances in medical imaging and pre-natal surgery, among other things, an increasing number of Americans across the country have been waking up to the humanity of the unborn. It has been a joy to watch respect for the sanctity of life grow and spread across our nation--something truly good and positive is happening. Unfortunately, President Obama and his liberal allies oppose enacting even modest protections for innocent life.Well, I couldn't think they are more wrong. As the father of three daughters, I believe innocent life should be protected. And I am proud of my career-long, 100 percent pro-life voting record in the United States Senate." (

  • "Now, it's my hope that the Democrats' sudden interest in passing a budget isn't just another attempt to raise taxes. As I've said repeatedly, we're done with revenue. The President has already said that the so-called "rich' are now paying their "fair share,' and of course middle-income families are already on the hook for new taxes as a result of Obamacare." (

  • "The jobs crisis we're in continues for millions. Many millions more are worried about the future." He continued, "Americans are looking for a new direction. It's one that focuses on growing our economy, not on growing our nation's debt." (

  • "For parents worried about failing schools for their children, Senator Kirk introduced the Expanding Opportunity Through Quality Charter Schools Act--a bill that would provide mEvery decision made by bureaucrats in Washington is a decision taken from the people who actually educate -- principals, teachers, and especially parents. And as usual, those most vulnerable to the unintended consequences of bad education policy are those most vulnerable, period -- the poor, the disconnected, and most of all, their children.Where the current system hasn't worked -- school choice has.ore and better educational choices and some much needed compensation for teachers unions that too often put their own interests above those of our children." • "In an ideal world, we would not be sending this letter to EPA because the agency would have withdrawn this terrible proposed regulation after hearing from those it negatively impacted," Senator McConnell said. "Since the EPA refuses to hold a hearing in Kentucky on this proposed regulation, coupled with the fact that Majority Leader Harry Reid refuses to take up my Saving Coal Jobs Act which would afford the Senate a vote on this proposal on behalf of those in Coal Country, Kentuckians deserve a chance to be adequately heard. This will allow them more time to accurately assess the damages of what such a terrible, unprecedented rule will cause our state, particularly to Kentucky's coal jobs and our miners and their families." • "I'm a proud lifetime member of the NRA. "And I've always appreciated the support you've given me over the years."I'm proud of my record on the Second Amendment." (

  • "Three years after Senate Democrats passed Obamacare on a party-line vote, the terrible consequences that Republicans warned about are coming true. Obamacare costs too much and it's not working the way they promised. It's already costing jobs, health insurance premiums are skyrocketing, government spending on health care is expected to increase dramatically, and millions of Americans are expected to lose the employer-sponsored health insurance they currently enjoy. Implementation has also become a bureaucratic nightmare, with some 159 new government agencies, boards, and programs busily enforcing the roughly 20,000 pages of rules and regulations already associated with this law. The longer Obamacare sits on the books the stronger the argument against it becomes, and the more determined Republicans are to repeal this colossal legislative mistake and start over with commonsense reforms that lower costs." • "We are extremely concerned by your announcement last week that the Department of Homeland Security plans to implement a program that grants deferred action to an untold number of illegal immigrants in the United States, and to allow them to receive work authorization during this time of record unemployment. Not only do we question your legal authority to act unilaterally in this regard, we are frustrated that you have intentionally bypassed Congress and the American people. As President, you swore to uphold and defend the Constitution and enforce the laws. Your recently announced directive runs contrary to that responsibility. Not only is your directive an affront to our system of representative government and the legislative process, but it is an inappropriate use of Executive power.Your position on whether you have the legal authority to act unilaterally has changed dramatically. Just last year, you personally disputed the notion that the Executive Branch could act on its own and grant benefits to a certain class of illegal immigrants." (

  • "I believe that traditional marriage, the union between a man and a woman, is the cornerstone of our society and the best possible foundation for a family. I believe that traditional marriage, the union between a man and a woman, should be the only form of marriage recognized by law. And I believe most Americans agree with me." (

  • "I hope the President lays out a credible plan to defeat ISIL. I hope he outlines the steps he intends to take beyond simply the defense of Baghdad, Erbil, Sinjar, and Amerli, and what legal authorities and resources he thinks are required to execute a successful campaign against ISIL. But the fact is the rise of ISIL is not an isolated failure. The spread of ISIL occurred in a particular context, and if we hope to defeat this threat, we need to come to terms with that now." (

  • "Well, look, we haven't given up. The president's been out on the road 60 places in 60 days. Tonight he unveiled a suggestion that we ought to take a look at called progressive indexing which guarantees that lower income people get an exceptionally good deal out of Social Security and it tapers off for higher income people. And of course, continue to insist on a very good idea, one of the originators of which was Pat Moynihan, who used to be-the late Pat Moynihan-who used to be on your show a lot, for personal retirement accounts, guarantee the younger workers will have a nest egg when they retire." (
  • "What personal accounts are is an extraordinarily good investment. Let's take a 25-year-old, for example. Invests $1,000 in regular Social Security, gets a 2 percent return over 40 years, he gets $61,000. That same young person investing that same $1,000 in a personal retirement account, looking at the average return on investment of the stock market, would get $100,000 more. Why don't we at least discuss that in the context of the overall effort to save Social Security for our children and our grandchildren?" (
