I am pro-choice, but I also believe that we need to do what we can to reduce the number of abortions. That is why I fought for a law that gives women in New Hampshire access to emergency contraception without a prescription and age-appropriate family planning education. I believe parents should be involved in decisions regarding minors, but recognize that is not possible in every family. That have supported legislation to ensure minors receive adult counseling and support.

As Governor, I've put my business experience to work making state government more efficient, centralizing purchasing, eliminating outdated programs and putting more services online. As a result we cut spending, balanced the budget and delivered a $70 million surplus, while protecting essential services. We increased education aid for local communities, maintained support for higher education, invested in important road projects, and protected essential health public safety and health care services. I will continue to make state government more efficient so we can invest in our priorities as a state and keep our state taxes the lowest in the nation.

I will veto an income or sales tax. I have opposed a gas tax increase and increasing business taxes. I am proud that we have kept New Hampshire state taxes the lowest in the nation, while balancing the budget and delivering a $70 million surplus. We also increased state aid to education, which helps offset local property taxes.

I will continue to work to cut spending, balance the budget and provide essential services while keeping our taxes the lowest in the nation.

We've made the tough decisions to cut spending, balance the budget, keep taxes low and protect essential services. I will bring the same focus on efficiency to the next budget. We've already launched reforms that will reduce future costs to taxpayers. Working with law enforcement and victims' advocates, we're reforming our corrections system to reduce the number of repeat criminal offenders. We are transforming the way the Department of Health and Human Services contracts for services to reduce administrative overhead and duplication. We are working to merge the administrative, not regulatory functions, of regulatory boards.

I support full and timely disclosures of campaign contributions and reasonable contribution limits. Unfortunately, the current voluntary campaign spending limits to not accurately reflect the costs of a campaign in New Hampshire, or take into account the massive spending by out-of-state groups, which do not disclose their donors, that we?ve seen this election cycle.

B) I support expanding counseling and substance abuse treatment. But we must maintain our truth-in-sentencing law and ensure that offenders serve at least all of their minimum sentences. There is a difference between a minor who sends photos at the behest of an online predator and one that is preying on other minors. As Governor, I am working to build a new energy future for New Hampshire. We've have a plan for getting 25 percent of our energy from renewable sources by 2025. In addition, through the Regional Greenhouse Gas Initiative, we are partnering with businesses and families to help them reduce their energy costs. New Hampshire can be a leader in generating renewable energy, and as part of that effort we must continue to upgrade our transmission system. I created a bipartisan Climate Change Task Force that is recommending common-sense ways we can reduce dangerous emissions and keep our economy strong.

As Governor, I have worked to improve access to affordable health care: including investing in children's health insurance, providing a new health insurance alternative for small businesses and creating medical malpractice screening panels. We have also launched five pilot projects to redesign our health care system to focus on results. We have made it easier for businesses join together to buy insurance, but I do not support federal plans that would eliminate important consumer protections. Medical marijuana is illegal on the federal level. I have yet to see legislation that would address my concerns about legalizing medical marijuana.

I oppose discrimination in all forms. As Governor, I signed New Hampshire's marriage equality law and I would veto its repeal. I support stem cell research, but do not believe the State of New Hampshire has the resources to fund research. I believe it is appropriate for public universities and colleges and state agencies to ensure they are recruiting a diverse student body and workforce.

1) Continuing to get people back to work. Our economic plan is using tax credits, job training, and other initiatives to get people back to work. We are leading the region's economic recovery, but I will not be satisfied until every person who wants a job can get a job.

2) Continuing to balance the budget by making state government more efficient.

3) Eliminating our high school dropout rate. Our innovative plan has already reduced our high school dropout rate in half, and my goal is to reduce it to zero by 2012.
