We must remain committed to establishing a democratic Iraq economically and socially stable enough to prevent it from becoming a haven of terrorist recruiting or training. So American soldiers and taxpayers do not carry the entire burden, we should reach out to our allies to share with them the costs of Iraq's reconstruction and occupation. As elections have already taken place in Iraqi city and regional councils, we should consider having these representatives elect a new interim government to which the U.S. can gradually transfer government functions.
