  • Jack Kingston. Afghanistan War Powers Resolution. 10 March 2010. "I do want to say this about the troops in the field. And I do respect your support of troops. I just got back from Afghanistan. I was there Saturday, and I was in Pakistan Sunday, meeting with General McChrystal, meeting with our leadership on the ground over there. We do have a new strategy. It is shape, clear, hold, build, and transfer. And in our first muscle movement under this, as you know we went to Marja, we went to the Helmand Province, and we had a military victory. But rather than leave it there, we have now worked on a successful civilian transfer to make sure that the Afghanis are ready to take on this new conquered territory. Karzai was briefed from the beginning on the battle for Marja. One-third of the troops were Afghanis. They fought shoulder to shoulder with the coalition forces. The governor of the Helmand province was briefed. There is a new police force that is coming in there to crack down on the corruption in the Afghan police force, because that is one of the problems." (votesmart.org)
  • Jack Kingston. In Afghanistan, Kingston Sees Hope For Victory. 12 March 2010. "When the House of Representatives voted overwhelmingly this week to block an attempt at withdrawing American forces from Afghanistan, Congressman Jack Kingston (R-GA) had fresh perspective -- he had just returned from a weekend meeting with troops and civilian leaders on the front lines. The withdrawal resolution, which failed by a vote of 356-65, only previewed a much more important debate looming in the wings: how to fund the surge of forces on its way to the country from which the most devastating terrorist attack on American soil was launched. As a senior member of the Defense Appropriations Committee, Congressman Kingston will be charged with formulating that policy. Returning from Kabul, Congressman Kingston gained renewed confidence Coalition troops and the strategy being employed by General Stanley McChrystal. [...] "We're already seeing this new strategy play out in Marja," Congressman Kingston said. "First we shape and area by identifying it, then we clear it of Taliban insurgents. As we are able to hold the area and lift the Afghan flag, we build the human and physical infrastructure before transferring it to Afghan control. We're closing the gap between military victory and civilian control." (votesmart.org)
  • Jack Kingston. Issue Position: War on Terror. 11 July 2011. "While we have had extraordinary military successes in Afghanistan and Iraq, our forces still face many challenges ahead in the global war on terrorism. Military leaders have acknowledged that rooting out small networks of destruction around the globe will likely take some time. Continued efforts to secure stability in these struggling nations is just as critical to U.S. security as eliminating all remaining havens for threats to the U.S. worldwide." (votesmart.org)
  • Jack Kingston. Kingston Gives Sober Assessment On Afghanistan. 17 September 2009. "In a speech this weekend to the Golden Isles Chapter of the Military Officers Association of America, Congressman Jack Kingston (R/GA-1) gave a sober assessment of the war in Afghanistan and called on the Obama Administration and leaders in Congress to devote more attention to the war in Afghanistan. "While the most important issue right now may appear to be health care, the number one issue is still our troops in the field and our national security," Congressman Kingston said. "Eight years after we sent troops there, we have yet to round the corner. With 68,000 on the ground, the highway running from Kabul to Kandahar remains unsafe for traffic. Until we have safe roads and villages, we cannot have commerce and without commerce, we are going to have a nation led by warlords, terrorists and other extremists." (votesmart.org)
  • Jack Kingston. Congressman Kingston speaks on Afghanistan. 7 October 2010. "We've been fighting it one year at a time now for ten years. We really need to bring this to a peak and whether it's a surge similar to what we did in Iraq, maybe we need to do even more in Afghanistan." (kingston.house.gov)

While I like many of these sports, no one at the Department of Defense has been able to prove they are an effective use of tens of millions of taxpayer dollars when our military faces cuts the Secretary of Defense say would "hollow out" our nation's defense." • Jack Kingston. Issue Position: Defense. 12 July 2011. "Defense is an increasingly complex issue. In the midst of two wars, our nation faces a soaring national debt that places tremendous pressure on the defense budget. However, we must still ensure that our Soldiers, Sailors, Airmen and Marines have all of the essential resources in order to protect themselves, our country and our national interests. Our nation faces an era of perpetual conflict where the United States is threatened by state and non-state actors. We must be prepared for the wars of the future, as well as remain focused on successfully concluding the current conflicts." (votesmart.org)
  • Jack Kingston. National Defense Authorization Act for Fiscal Year 2012. 26 May 2011. "We are debating a budget today which is about $550 billion, but there is another $120 billion which goes under Overseas Contingency Operations which we do not debate or scrutinize nearly as much as we should. What that money does is actually brings us to a military spending bill that is not in the 500 billions but is $670 billion. A lot of that money is not going to emergency spending but ongoing operations. Did anybody last year think we were going to be out of Afghanistan or Iraq this year? No. That money should be in their base budget. As a member of the Defense appropriations committee, I have submitted language on our bill to straighten this out, and I hope that Congress will take a look at it down the road. I do support this amendment, however, and I thank the gentleman from California for the time." (votesmart.org)
  • Jack Kingston. Project Vote Smart: 2000 Georgia Congressional Political Courage Test. Selected "High Priority" for: "Indicate your priorities for spending any anticipated federal budget surplus. a) Defense"
  • Jack Kingston. Defense Secretary, Joint Chiefs Chair Announce Cuts at Pentagon. 26 January 2012. "Congressman Jack Kingston (R-GA) is pledging to work with the nation's military leaders to review a significant reshaping of the nation's military and trimming of the Pentagon's budget. While he has concerns, Kingston acknowledged the tough task taken on by Secretary of Defense Leon Panetta and is cautiously optimistic that the changes will not negatively impact the South Georgia military installations he represents [¦] The proposed changes would reduce the size of the military by 100,000 troops, eliminate some programs and delay others in an effort to save $487 billion over the next decade. It will also call for another Base Closing and Realignment Commission (BRAC) to review military installations for possible closure." (votesmart.org)
  • Americans for Tax Reform. 04/18/2012. "Jack Kingston supported the interests of the Americans for Tax Reform 95 percent in 2007." (votesmart.org)
  • Jack Kingston. HR 1836. 107th Congress. Economic Growth and Tax Relief Reconciliation Act, 2001. Jack Kingston voted Yea on 05/16/2001. (votesmart.org)
  • Jack Kingston. Issue Position: Tax Relief. 12 July 2011. "The American people are tired of being over-taxed. They work harder than ever for their money yet take home less of it because the federal government continues to tax them everytime they turn around. Congress needs to act to relieve that burden. It was the Bush Tax Cuts in 2003 that created nearly six million new jobs and huge gains in the stock market. The time to make them permanent is now. If these tax cuts are not made permanent, 116 million Americans will experience an average tax increase of $1,800." (votesmart.org)
  • Jack Kingston. MSNBC "Hardball with Chris Matthews" - Transcript. 1 December 2010. "You know, Chris, I think it"s Nancy Pelosi"s last hurrah on the way out the door, pushing policies that have already been soundly rejected by the American people. The president, as you have pointed out, is starting to negotiate with Republican leaders and Democrat leaders in the Senate, some of the more responsible ones, and we"re trying to figure out, Well, what can we do? Where can we find a compromise? [...] So it"s very disappointing to us, but we"re going to stand by principle. We believe this is about jobs, not about tax cuts for the wealthy. [...] MATTHEWS: You know, the people watching this might get the idea that this is for real, Congressman Kingston, but the fact is, we all know the Senate holds the veto card. The Republicans in the Senate can say, You"re not getting the vote, it"s not going to happen until we get the full vote. And I"m going to get to that. These senators--all the Republican senators have put out a statement last night, no vote on anything until you get a vote on a complete tax cut for everybody. Is that your position as a party? KINGSTON: Yes. And the reason why, Chris, is because--and number one, I want to point out very emphatically that the White House is working with the Republicans in the Senate on this. And while they might not agree with everything, they do understand this is about jobs. And 750,000 of those people in that category are small businesses. These are sheet rock contractors and masonry people, people who sometimes work out of their house, sometimes work out of the back of a pickup truck. They have three or four employees, sometimes 15 employees. But we don"t want to increase their taxes. This is about jobs, and that"s why we"re making a line in the sand about it." (votesmart.org)
  • Jack Kingston signed the Americans for Tax Reform Taxpayers Protection Pledge. "I, Jack Kingston, pledge to the taxpayers of the 1st district of the state of Georgia and to the American people that I will: ONE, oppose any and all efforts to increase the marginal income tax rate for individuals and business; and TWO, oppose any net reduction or elimination of deductions and credits, unless matched dollar for dollar by further reducing tax rates." (atr.org)
  • Jack Kingston. Video: ICYMI: Congressman Jack Kingston debates debt limit with Rev. Al Sharpton. 8 July 2012. "Initially when the Bush Tax cuts went in, there was more revenue that came as a result of it because the economy boomed [¦] I'm a fair tax guy and I believe if we don't have the fair tax we should have a flat tax." (youtu.be)
  • Citizens for Tax Justice. 04/18/2012. "Jack Kingston supported the interests of the Citizens for Tax Justice 0 percent in 2006." (votesmart.org)
  • National Taxpayers Union. 04/18/2012. "Jack Kingston supported reasonable tax and spending policies as defined by the National Taxpayers Union 89 percent of the time in 2010." (votesmart.org)
  • Jack Kingston. A Plan for Checks and Balances. 5 November 2011. "Over the past few weeks I have shared the Republican plan moving forward, 'A Pledge to America'. This document will serve as our promise for a government that is smaller, less costly, and more accountable. We are ready to move America forward, to get people back to work, and to stop the out-of-control spending that has put America in the position it is in today. Part of this process is restoring checks and balances to the Congressional process that will put the priorities and rights of the American people at the top. To do this we will: -Fight to ensure transparency and accountability in Congress and throughout government. -Continue to fight the growth of government and oppose new stimulus spending." (votesmart.org)
  • Jack Kingston. Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2012. 14 June 2011. "Now, I understand there's a lot of reluctance to make some of these tough decisions. Today in America 61 million people receive monthly government checks. That's anything from welfare to Medicare to farm payments to veteran retirement to Social Security--lots of people receiving lots of money. These programs are enormously popular, and they're deeply integrated into our economic system and culture. Therefore, reforming these programs is very, very difficult. And to further complicate things, 47 percent of American households do not pay income taxes. For them the status quo is working just fine. So addressing these things is very difficult. And if you look at the spending pattern in the last several years, it's frightening: March, 2008, $29 billion to bail out Bear Stearns; May of 2008, a $168 billion stimulus package from the Bush administration; in July of 2008, $200 billion to bail out Fannie Mae and Freddie Mac; then in November of 2008, $700 billion for TARP, or the Wall Street bailout; and then in January of 2009, $878 billion for the Obama stimulus program, which, by the way, Madam Chair, was to keep us from getting to 8 percent unemployment. Now, we're hovering between 9 and 10 percent, and I don't need to remind you but this is the 1-year anniversary of the 'summer of recovery.' There has not been any recovery. We're still looking for those jobs. Spending our way into prosperity does not work. If it did work, we would be having prosperous times right now." (votesmart.org)
  • Jack Kingston. Appropriations Committee Releases Fiscal Year 2012 Agriculture Appropriations Bill. 23 May 2011. "America is at a crossroads. For every dollar the Federal government spends, 42 cents is borrowed. The gross national debt is now 97 percent of GDP and we are rapidly becoming the next Greece, Spain, or Portugal. Internationally, this weakens our standing as a global leader and our lenders such as China may seek to restructure our debt if we don't take care of it ourselves. Domestically, it hurts job creation, smothers the private sector and erodes some of our basic personal freedoms." (votesmart.org)
  • Jack Kingston. Blog: Budget Agreement Reach. 9 April 2011. "Late last night, an agreement was reached to avoid a government shutdown and ensure our troops and their families will see no interruption in their pay. In doing so, we will save $79 billion from the President's budget and have moved the ball down the field and closer to the goal line which is to reduce spending and change the direction of our country. To be clear, the fight does not stop here. In fact, it has just begun. We will continue to fight for fundamental reforms like those contained in Paul Ryan's "Path to Prosperity" budget proposal, for fundamental tax reform and for easing the regulatory burden on our job creators. [...] This agreement is not perfect but it is important step to advance our work in the larger fights ahead. I will keep fighting for deeper cuts in spending, the full repeal of ObamaCare and for a government that lives within its means and the boundaries set out in the U.S. Constitution." (votesmart.org)
  • Jack Kingston. Further Continuing Appropriations Amendments 2011. 1 March 2011. "I just want to say that I don't think that Mr. Zandi has any more credibility. We have already spent $800 billion on his advice that the stimulus program would work, and it did not work. Number two, why are we here? We are here because the Democrats last year did not pass a budget, did not pass appropriation bills, and did not complete their work on fiscal year 2011. That's what we're doing. We are trying to clean up the mess that was left to us. And in doing that, we are mindful of our financial situation and trying to reduce some of the spending." (votesmart.org)
  • Jack Kingston. Issue Position: Economy. 11 July 2011. "One of the foremost concerns right now in America is how and when our ailing economy will get back on the right path. The pattern of continual spending is a serious concern and will be a direct inheritance of our children and grandchildren. I have voted against all bailout attempts, including the Stimulus bill and TARP, or the Troubled Asset Relief Program. I will continue to oppose these programs until the House considers a package that sets attainable goals, creates jobs, and maintains fiscal responsibility. One common goal that must be shared between both parties to pull out of the current depression is job creation. Without jobs our national debt will continue to mount and our economy will stay in a recession. I have cosponsored the Economic Recovery and Middle Class Tax Relief Act of 2009 for these reasons. This Act would provide incentive-based relief to job creators and would reduce the amount of taxes levied on middle-class families. Fewer taxes would mean more savings for consumers, and in a time of economic crisis this ideology could not be more pragmatic." (votesmart.org)
  • Jack Kingston. Issue Position: Fiscal Responsibility. 11 July 2011. "I have always been a strong fiscal conservative, and I have been a vocal opponent of the most costly bills of the past few years including TARP, the Obama Stimulus, the Bush Stimulus, Cap and Trade, and ObamaCare. Additionally, when I served as Chairman of the Legislative Branch Appropriations Subcommittee, I was the only chairman to cut spending in my bill. I believe that commitment to conservative government spending is a key element to a successful independent nation and I fear where the current administration's lack of attention to this principle may lead us." (votesmart.org)
  • Jack Kingston. Kingston Votes No on Another Public Sector Bailout. 10 August 2010. "I have news for Speaker Pelosi and the Obama Administration, if you transfer a huge debt on your American Express card to your Visa card, you haven't paid for anything," Congressman Kingston continued. "For every dollar we spend, forty-one cents is borrowed. Which is the case today, it's all about money. Now, we could be up here looking at Medicare and Social Security as the trustees report just came back and said they are both going broke. Instead it's another bailout and another promise of governmental utopia. If we just bailout this one class group jobs will return, the deficit will be balanced, and there will be peace from sea to shining sea. It's not going to work. This is a bailout congress. It's government by bailout. It's government by borrowed money and our children's children will be paying for this." (votesmart.org)
  • Jack Kingston. MSNBC "Hardball with Chris Matthews" - Transcript. 1 December 2010. "MATTHEWS: Well, let me ask you, Congressman Kingston, are you willing to go Christmas break or holiday break at the end of the year without having gotten a tax cut for everybody? Would you be willing to face recess, just walk away and say, If we can"t get the tax cuts for everybody, we"re walking? Are you willing to take that position? KINGSTON: Yes. And I think we will come back on December 26th or whatever it takes to try to turn this economy around. You know, Chris, the reason why we"re here is because of the failed Obama/Pelosi economic plans, a stimulus bill of $800 billion that left us with 15 million people unemployed. You know, to paraphrase the name of a very popular TV show, this is the town of hardball." (votesmart.org)
  • Jack Kingston. Middle Class Tax Relief Act of 2010. 2 December 2010. "We also know that the economic policies of the Speaker and the President have failed. When the stimulus bill was passed, unemployment was about 7.6 percent. We were told this would keep it from going to 8 percent. But here we are now with unemployment at nearly 10 percent--15 million people out of work--and we're hearing again from the Democrats that this is what we need to do to turn the economy around. I believe the American people spoke on that squarely. And I think the statistics show, with a 10 percent unemployment rate, it's not going to work." (votesmart.org)

  • Jack Kingston. American Recovery And Reinvestment Act Of 2009. 27 January 2009. " But as we look at the stimulus package, I don't think this is quite what he had in mind. Only 7 percent of the appropriation goes to shovel-ready projects, only 13 percent in general goes to public works-type projects. At that rate it spends $275,000 per job, and the household income for America is about $50,000. This is not bold enough in terms of job creation for the targeted 3 to 4 million jobs. [...] This changes our $400 million loan program to extend broadband, changes it to a $2.8 billion grant program, thus creating one of the largest corporate welfare elements that's out there--and I don't know how that creates jobs--and $23 million for the Inspector General for audits, and how does that create jobs. There are better ways. We should reduce unfunded mandates, we should increase the public works, we should have more tax cuts for small business, we should implement the SAFE Act, and we should reward responsible behavior." • Jack Kingston. Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2012. 14 June 2011. "I also think we need fundamental tax reform because I know one of the things that some on the committee have talked about are some of the tax loopholes taken advantage of by certain companies. I agree with them. That's why I support the Fair Tax, which is a consumption tax. It would actually give a tax credit to the poor so that it does not disproportionately hurt them, but it would close all the loopholes. That would be something else that we could do that would create jobs in America. Finally, the excessive bureaucratic regulations that our farmers and small businesses have to put up with is killing job creation. If we want to do something to help people get off dependency and get to independency, we need to decrease the size of government. This bill moves us in that direction." (votesmart.org)

"Georgia's House Republicans today joined together to oppose spending $150 billion of borrowed money, preferring Congress to instead focus on long term economic growth measures. The measure passed 385-35, with one "present," and now goes to the Senate, where senators have vowed to tack on even more spending. Georgia's Republican House members, known as the G7, said the following [...] How many times have you heard a politician say, 'If you give a man a fish, he'll eat for a day. If you teach a man to fish, he'll eat for a lifetime.' This 'stimulus' does nothing but give fish. If we want to create jobs, we need investment tax credits. This package gets an 'A+' for politics and an 'F' for economics and jobs." (votesmart.org)
Job Report Shows Glimmer of Hope. 4 March 2011. "It certainly is no time to pop the champagne but this jobs report provides encouragement. My focus remains on putting Georgians back to work by creating a pro-job creation environment. By keeping government out of the way of economic growth, we can empower small businesses to succeed and get our economy back on its feet. [...] The news comes just a day after Kingston voted in favor of repealing the burdensome 1099 tax-reporting requirement contained in the health care law enacted last year. Without action, all businesses will be required to report to the Internal Revenue Service every vendor from whom they purchase more than $600 worth of good in a year. "Small businesses are the economic engine of this country and the key to our recovery," Kingston said. "The health care law was enough of a burden on them without bogging them down in new reporting requirements. I urge President Obama to step in immediately to shield them from this job-killing regulation." (votesmart.org)
  • Jack Kingston. Kingston Opposes Obama Tax Deal. 17 December 2010. "Congressman Jack Kingston (R-GA) rejected last night the hodgepodge of tax cuts, subsidies, and unemployment benefits negotiated by President Obama and Senate Republicans. "This tax package is the type of "inside the beltway' deal that the American people cannot stand," said Kingston. "It adds to the deficit and, for the price, it won't bring about the job creation we need. It extends unemployment benefits without paying for them and, as always, is full of special interest loopholes for everything from ethanol to NASCAR to Puerto Rican rum. [...] While Kingston opposes the package in its current form, he supports a long-term extension of the tax cuts which are set to expire on January 1. "History has shown lower taxes create economic growth but a mere a two year extension will not bring the long-term growth we need," Kingston said. "The business community needs certainty and, without it, investment dollars will remain on the sideline. Moreover, the fact that the payroll tax credit does not go to the employer means it will not make it cheaper to hire or create new jobs. This is a lost opportunity and a misguided use of the tax code." (votesmart.org)
  • Jack Kingston. Letter to Barrack Obama, President of the United States of America. 29 January 2009. "Thank you for taking the time to meet with the Republican Conference to discuss the American Recovery and Reinvestment Act. We agree that a bipartisan solution is the best way forward with a stimulus package of this size and gravity. This is an achievable goal. There are a number policies in this bill upon which we agree; however, major concerns regarding this legislation remain. As you know, the version passed in the House had minimal Republican input. Over 200 amendments were offered and only 11, most of which made minor changes, were ruled in order. In addition, the substantial growth of social government programs are not the type of job creation spending Americans envisioned. Here are some ideas which I hope you will consider promoting as the bill moves through the legislative process. Taxes: The inclusion of tax breaks in the measure is critical, but many could be directed in a manner that would be more beneficial to job creators and middle class families." (votesmart.org)

If government spending were the answer, we would be on easy street. It is not and, in fact, spending is part of the problem. Let's roll up our sleeves and work on real solutions to empower job creators to do what they do best: grow the economy. • Jack Kingston. Twice the Jobs Half the Cost. 11 February 2009. "Mr. Speaker, several weeks ago, when the Democrats shut the Republican Party out of negotiations and from having any input on this alleged stimulus package, the big spending package, $836 billion, the Republicans had their own set of hearings. They were open to the public and open to Democrats. The result of the Republican Working Committee, according to the nonpartisan Congressional Budget Office, was a plan, an alternative, that created twice the jobs at half the cost. Now, just roughly, the Democrat proposal creates 3.7 million jobs at a cost of $830 billion. The Republican plan creates 6 million jobs--over 6 million, in fact--at a cost of just less than $400 billion. Tax breaks that are targeted at job creation, tax breaks that are targeted for small businesses, tax breaks for people who are unemployed so they would not have to pay taxes on their unemployment insurance, these are things that we need. "Mr. Speaker, it's interesting to hear the Democrats flail around for reasons that they won't put energy issues on the floor. I agree with the preceding speaker. Let's talk about the Strategic Petroleum Reserve. Let's talk about offshore drilling. We haven't moved a single appropriation bill because of the fear that we may have an amendment on offshore drilling. Now the President has lifted his ban, and what we hear from the Democrats is it will take 10 years, it will take 20 years. It means two things: number one, they agree there's oil out there; number two, there's a discussion about how long it will take. But my question to them is where are your electric cars? Where are your hybrids that suddenly are going to save us? Those are also going to be 10 years down the road. We need to put it all on the table. We need to look at conservation, we need to look at alternative energy, and we need to drill. It is that simple. You have got to have a three-legged stool to answer the energy situation. And I don't know why the Speaker of the House is afraid to put it on the floor. That is right. There will not be a debate on it because the Democrats are afraid to put it on the floor." But let me say this: Very importantly, there is absolutely nothing in this bill that prohibits the CFTC from looking at oil speculation as it respects the supply or the cost of oil. [...] Think about this. The President recently went down to Brazil and he told them, hey, we understand you're going to drill offshore. We encourage you to do so. We want to lend you the money, and we want to become your best customers. Well, ladies and gentlemen, I've got news for the President. I've got news for the Democrats. American technology and American engineers do not need to hold second place to Brazil or any other country in the world. We are America. We need to have an all-of-the-above energy policy. KINGSTON: Well, you know, interestingly in the countries that have had stricter gun control, three specifically, Ireland, Great Britain, and in Australia, which have implemented those since 1996, it has not brought down the murder rate or the gun crime rate. And, you know, I think, also, if you look at what's happened in places like Paris, Switzerland and Germany, where you have had very, very strict gun control, they still have had random acts similar to this. In Germany, 16 people were killed by a disgruntled student." (votesmart.org)

"The United States Supreme Court today upheld the second amendment rights of every American to posses and use firearms by striking down a 32-year ban on private possession of handguns in Washington, D.C. "This is a victory for homeowners who chose to defend themselves," Congressman Kingston said. "Under current law in the District of Columbia, someone can break into your home and hold you at gunpoint but you're unable to legally defend yourself with a gun. Today's decision strikes down this unusual law and, in doing so, the Court adhered to the Constitution and upheld an individual's right to defense himself." In striking down the District's 32-year old ban on firearms, the court also nullified two provisions which required that rifles and shotguns be at all times kept disassembled or secured with a trigger lock. In the majority opinion, Justice Antonin Scalia wrote, "There seems to us no doubt, on the basis of both text and history, that the Second Amendment conferred an individual right to keep and bear arms." • Jack Kingston. Kingston Praises Missouri Vote Against Obamacare. 4 August 2010. "Congressman Jack Kingston (R-GA), who voted against the health care bill and is actively working to repeal and replace it with reforms that reduce the cost of care without growing government, highlighted the vote as the latest example of resounding opposition to the bill. "The Pelosi-Reid-Obama machine may have rolled over the American people when they got this bill through Congress," Kingston said. "But Missouri has shown that the fight is not over. This vote is a clear sign of continued and resounding opposition to Obamacare's takeover of medicine. Congress should abide by the will of the people to repeal this bill and replace it with real reforms that bring down the cost of health care without increasing the role of government in our lives." • Jack Kingston. Another Judge Rules 'ObamaCare' Unconstitutional. 1 February 2011. "The controversial health care law enacted last year suffered another blow Monday with a second federal judge ruling it unconstitutional. In finding that Congress exceeded its authority by including a mandate for individuals to purchase health insurance, Judge Roger Vinson called for the law to be voided in its entirety. Congressman Jack Kingston (R-GA), who earlier this month voted to repeal and replace the law, praised the ruling and called for renewed debate on proposals that would expand access to care without growing the size of government. "I certainly agree with Judge Vinson that it is unconstitutional to force every American to buy a product," said Kingston. "Today it is health care. Tomorrow it will be a certain type of food or clothing. Taking away the freedom of choice impedes a fundamental American right. As this case makes its way to the Supreme Court, Congress needs to debate in earnest better reforms that bring down the cost of care and increase access to affordable and patient-centered care." • Jack Kingston. Blog: Removing Automatic Funding for ObamaCare. 1 April 2011. "Dear Friends: Tucked within the 2,700 page health care law enacted last year was $105.5 billion in automatic appropriations to exempt the large parts of the law from the annual appropriations process. This week, I joined with Congresswoman Michele Bachmann (R-MN) and Congressman Louie Gohmert (R-TX) to remove that funding and to subject the law to the congressional oversight it deserves. Whether or not you support the health law, we should not tie the hands of those elected to represent the people. Funding for ObamaCare should be subject to the same process as the military, farmers, teachers, medical research and the whole host of government programs. It is good government and common sense. Our proposal would remove all future appropriations and subject any funding to the appropriations process as defined by Article I, Section 7 of the United States Constitution. It also cancels planned transfers within government accounts and rescinds unobligated balances for the current and past fiscal year. It is our hope that this legislation will provide another tool to combat ObamaCare." (votesmart.org)
  • Jack Kingston. Full-Year Continuing Appropriations Act, 2011. 18 February 2011. "By the way, this does create jobs, because the small businesses do not want government-mandated health care; and the folks back home don't want bureaucrats coming in between the doctor-patient relationship, which is what ObamaCare does. Now, we know the nanny state wants full control from cradle to grave, but folks back home don't want it. That's what November was about. So what we're trying to do is finish up the unfinished business of the Pelosi House from last year so that we can move forward on the coming year, FY12. We will continue to have this debate, but we are trying to protect the doctor-patient relationship, not create a doctor-bureaucrat-patient relationship, which ObamaCare does." (votesmart.org)
I believe that commitment to conservative government spending is a key element to a successful independent nation and I fear where the current administration's lack of attention to this principle may lead us." • Jack Kingston. Issue Position: Health Care. 12 July 2011. "While I support reforming America's health care system, Public Law 111-148, "The Patient Protection and Affordable Care Act," created a massive new bureaucracy without addressing the underlying problems plaguing our health care system. Instead, the law moves us towards higher taxes, less choice, increased consumer costs, and the beginnings of a bureaucratic wall between doctors and patients. To read more about my concerns regarding H.R. 3590 click here. I support repealing this law and replacing it with effective reforms that make health care in this country more affordable, accessible and patient-centered without growing the size of government." • Jack Kingston. Kingston Joins Effort To Repeal Controversial Bill. 23 March 2010. "As President Obama signs a controversial health bill into law, Congressman Jack Kingston (R-GA) is joining the effort to repeal it. "It took 2,310 pages to buy enough votes to force through her government takeover of medicine but this bill expresses the will of the American people in just one. From drug companies to unions and the AARP, special interests brokered enough deals for passage to leverage their short-term profits against our children's future. Social programs and entitlements that won't be there tomorrow for future generations will have to be paid for by them today. Never has such a well-financed minority thrust such a burden on the American people against its own will." It passed 219-212 largely on a party line vote with 34 Democrats joining House Republicans in opposition." (votesmart.org)

"From its job-killing regulations to the unsustainable growth in health care costs, the bill is so flawed that the Obama Administration has issued more than 1,000 waivers from its own legislation! ObamaCare is the wrong prescription for our health care system because it ignores the underlying problems with the system. We can and should do better. Let's abandon this failed plan by repealing and replacing it with real reforms that bring down the cost of care without growing the size of government." (votesmart.org)

"As you know, the Patient Protection and Affordable Care Act (H.R.3590) was signed into law by the President of the United States on Tuesday, March 23, 2010. Once fully implemented, this law will restrict the economic freedom of every single Georgian and may irreparably harm the safety and security of our health care system and, indeed, our country. We, the undersigned, have concerns that multiple portions of the legislation will cause undue hardship on the citizens of Georgia and may be an unconstitutional expansion of Federal powers to require Georgians to purchase a commercial product under penalty of law. Governor Perdue, in his March 22nd letter to you, requested that you "institute and prosecute in the name of the State litigation challenging the Act on all possible grounds…" Therefore, we urge you to uphold your constitutional responsibilities to the State and people of Georgia by fulfilling the Governor's request to use all of the resources of your office to challenge this Act and its impact on our citizens." The issue is complicated in Congress by geo-specific problems where Border States want the border controlled immediately, while agriculture-heavy states like Georgia want to ensure that there is a steady supply of available labor. I believe that any immigration reform package should include increased border security, a temporary work visa system, tamper-proof, biometric identification cards, employer sanctions for violations and access to positive identification technology. While the challenges to address this issue are clear, it is time for America to secure its borders first and develop a non-amnesty temporary worker program. I am an active member of the House Immigration Reform Caucus, and am working to find commonsense solutions to help control our nation's borders to prevent illegal immigration and criminal activity. • Jack Kingston. Kingston Opposes Repeal of "Don't Ask, Don't Tell". 27 May 2010. "While military leaders urged Congress to wait until the Department of Defense concluded a review on repealing "Don't Ask, Don't Tell," House Democrats moved to strike the long standing policy which governs homosexuals serving in the military. [...] The proposed change will be voted on in the form of an amendment to a much larger bill that dictates national defense policy. In total, the amendment was allotted just ten minutes for debate -- just five minutes for Democrats and five minutes for Republicans. Kingston believes such a short amount of time does not give lawmakers time to fully examine the issue which was codified in 1993 both by law and by executive order. For instance, there is no consideration of the law's impact on the Defense of Marriage Act, the law of the land, which states that the federal government defines marriage as a legal union exclusively between one man and one woman. With homosexuals serving openly in the military, Kingston contends, there would be no option but to recognize a man's husband or a woman's wife and to provide spousal benefits thus contradicting the federal law. Moreover, Kingston worries that a change in the policy would lead to further acts of censorship and a clamp down against religious freedom." (votesmart.org)
  • Jack Kingston. Marriage Protection Amendment. 18 July 2006. "Mr. Speaker, in 1996, the United States Congress passed DOMA, Defense of Marriage Act, and the idea behind that was that marriage would be recognized in this Nation as the union of one man and one woman. It was not the first time that the United States Congress had gotten involved in the definition of marriage. Indeed, Mr. Lungren had reminded us earlier today that the State of Utah and Arizona and I believe one other Western State, in order to join the Union, needed to define in their State constitution marriage as a union between one man and one woman in order to become States in the United States. But unfortunately, since 1986, activist courts have eroded the intent of Congress, and so we come today on the House floor with H.J. Res. 88, which reads: 'Marriage in the United States shall consist only of the union of a man and a woman. Neither this Constitution, nor the constitution of any State, shall be construed to require that marriage or the legal incidents thereof be conferred upon any union other than the union of a man and a woman.' The purpose of this is to say that no governmental entity, legislative, executive or judicial, shall be allowed to alter the definition of marriage from one man and one woman, and it also prevents Federal courts from construing the Constitution or a State constitution to change that definition as well. This, indeed, is the desire of the American people at this point. A recent poll shows that 69 percent of Americans strongly agree that marriage should exist between one man and one woman. The State Constitution amendments on the States that have passed them, which now numbers 45, average by passing 71.5 percent. Forty-five States, Mr. Speaker, have enacted laws about this." • Jack Kingston. Marriage Protection Amendment. 30 September 2004. "Mr. Speaker, the Marriage Protection Amendment would not prevent any State from enacting civil union laws, but would protect marriage in all 50 States. Recently, I went to a friend, Mr. Sage Brown, who is a distinguished attorney and civil rights leader in Savannah, Georgia. Indeed, he is featured at the Gilbert Civil Rights Museum as a man who was on the frontlines of integration and did so much for the African American community. I asked him, Is this a civil rights-type issue, to which he said no, the relationship of marriage is the most sacred building block of our society. Marriage is sacred and protected and has nothing to do with violating our civil rights. If we change the definition of marriage to be more inclusive, then is it logical to argue that we should broaden the definition so we do not exclude anybody? If marriage violated the civil rights of two men or two women who wanted to be married to each other, then it would also violate the civil rights of a polygamist, somebody else who wants to have a different marriage than that between a man and a woman." This candidate has responded to a Political Courage Test in a previous election. As a continued effort to provide the American public with factual information on candidates running for public office, these archived responses are made available here.
The Political Courage Test asks candidates which items they will support if elected. It does not ask them to indicate which items they will oppose. Through extensive research of public polling data, we discovered that voters are more concerned with what candidates would support when elected to office, not what they oppose. If a candidate does not select a response to any part or all of any question, it does not necessarily indicate that the candidate is opposed to that particular item.
