Issue Positions

For Presidential and Congressional candidates who refuse to provide voters with their positions, Vote Smart has researched their public records to determine their likely responses. These issue positions are from 2022.

  • "One of the biggest problems is that the money taken out of a person's paycheck for Social Security is spent by Congress on other things. That's why I co-sponsored the "Social Security Preservation Act" which would have required that every penny taken out of a person's paycheck for Social Security, could only be used for Social Security, and nothing else." (justfacts.votesmart.org)
  • "That’s why I have been a longtime supporter of the Social Security Preservation Act, which says that the money paid into Social Security can only be used to pay for Social Security. It cannot be spent on other government programs. Simply put, Social Security provides critical benefits to more than 60 million Americans, and I firmly believe that these benefits must be protected." (stevechabot.com)
  • Voted against HR 1425 "Patient Protection and Affordable Care Enhancement Act." (votesmart.org)
  • "We need to protect the money that Americans pay into Social Security and Medicare and make sure it is not used for other government programs. That is why I have consistently supported the Social Security Preservation Act." (justfacts.votesmart.org)
  • "Instead of getting bogged down in partisan arguments on issues where we disagree, I think Congress should focus on the areas to improve policing on which there is broad agreement," said Chabot. "My legislation includes three common-sense ideas that will help make our communities safer by highlighting the reforms that work, rewarding those police officers that make a profound, positive impact in the neighborhoods they serve, and making it more difficult for those bad actors who abuse their power to continue to serve as police officers. I think it's particularly important that we use the Cincinnati Collaborative Agreement as a model for other parts of the country. The Agreement has been tested, and proven to be an effective tool to bring everyone together at the same table to build a positive, constructive relationship between the police and the communities they serve." (justfacts.votesmart.org)
  • "I support the preservation of qualified immunity for police officers when acting within the scope of their official duties. I would have to review any other legislation that impacts other liability protections before reaching a decision." (justfacts.votesmart.org)
  • Voted against HR 1280 "George Floyd Justice in Policing Act of 2021." (votesmart.org)
  • "Defending our country and protecting our freedoms are the most basic tasks of our federal government. It is vital that we maintain a strong national defense to protect our citizens and support our allies in an increasingly dangerous world. As we protect our homeland from radical Islamic terrorism and confront our geopolitical adversaries – like North Korea, Russia, and Iran – I believe, like President Ronald Reagan, that peace will only come through strength. To keep our nation safe, we must provide our servicemen and women the resources they need to ensure that the U.S. Military remains the best in the world." (chabot.house.gov)
  • Rated 100% by Center for Security Policy. (justfacts.votesmart.org)
  • Voted in favor of S 1605 "National Defense Authorization Act for Fiscal Year 2022." (votesmart.org)
  • "Personally, I am committed to continue my fight against wasteful spending in Congress. And I am proud to have been rated time and again as one of the most taxpayer friendly and fiscally responsible members of Congress by non-partisan taxpayer advocacy groups like Citizens Against Government Waste and the National Taxpayers Union." (stevechabot.com)
  • Rated 100% by Council for Citizens Against Government Waste. (justfacts.votesmart.org)
  • "The money being spent by the government is your money. That's why I have been a consistent advocate for a balanced budget amendment to our Constitution. We are currently facing a national debt that exceeds $21 trillion! That’s more than $174,000 of debt per taxpayer. This is unacceptable. It's time that Washington makes the tough decisions to stop wasteful government spending." (stevechabot.com)
  • Voted against HR 3684 "Infrastructure Investment and Jobs Act." (votesmart.org)
  • "Small businesses across the United States are the torches that light America's economy. When burning brightly, nothing can stop our nation. As we face the unprecedented challenge of COVID-19, we must ensure small businesses have the resources available to weather this storm. They are being forced to make tough choices to protect themselves, their employees, and customers. They are laying off staff who are like family and cutting hours when workers need them most. Many are closing their doors after years and even decades of successful operation. To alleviate these enormous pressures, the bipartisan CARES Act contains several necessary measures that will help our smallest and most vulnerable firms survive during these dark days. As this historic event continues to unfold, I am certain that we will all pull together to ensure America's small businesses triumph in the face of extraordinary crisis." (justfacts.votesmart.org)
  • Voted against HR 1319 "American Rescue Plan Act of 2021." (votesmart.org)
  • Voted in favor of HR 133 "Consolidated Appropriations Act, 2021." (votesmart.org)
  • Voted in favor of HR 266 "Paycheck Protection Program and Health Care Enhancement Act." (votesmart.org)
  • Voted against HR 7688 "Consumer Fuel Price Gougin Prevention Act" (votesmart.org)
  • Voted against HR 5376 "Inflation Reduction Act of 2022" (votesmart.org)
  • "At 5.4%, our #inflation rates continue to rise at the fastest pace in almost 13 years. On top of that, the Senate approved a $3.5 trillion spending resolution, which will only drive inflation higher." (twitter.com)
  • "While the pandemic certainly bears some blame, the failed policies of the Biden administration have made things considerably worse. His administration and his allies here in Congress have spent trillions of dollars that we don't have, which inevitably will lead to higher taxes and higher prices for items that hardworking Americans buy every day." (justfacts.votesmart.org)
  • Voted against HR 2547 "Comprehensive Debt Collection Improvement Act" (votesmart.org)
  • Rated 100% by American Energy Alliance. (justfacts.votesmart.org)
  • Voted against HR 4447 "Expanding Access to Sustainable Energy Act of 2019." (votesmart.org)
  • "America must move towards energy independence in a manner that does not threaten the environment, or kill job creation. I believe we need to consider all available options including wind, solar, bio, nuclear and drilling right here at home. As part of that effort, I think we need to increase domestic oil production. That's why I have been a strong proponent for the Keystone XL pipeline that will bring thousands of barrels of oil to the U.S. each day, not to mention, create thousands of American jobs -- some of which will be created right here in Cincinnati at our Siemens plant." (justfacts.votesmart.org)
  • I think we should provide incentives for the development of renewable energy, but not direct federal subsidies. Also, I support reasonable regulation of greenhouse gas emissions, similar to those already in place. I do not support a massive expansion of such regulations, as proposed in the Green New Deal." (justfacts.votesmart.org)
  • "I have been a strong proponent for the Keystone XL pipeline that will bring thousands of barrels of oil to the U.S. each day, not to mention, create thousands of American jobs – some of which will be created right here in Cincinnati at our Siemens plant." (stevechabot.com)
  • "The President is wrong to look to OPEC+ to increase oil & LNG production. American energy producers are more than capable of meeting demand here at home. We should NOT be relying on our adversaries to meet our energy needs." (twitter.com)
  • Voted against HR 2467 "PFAS Action Act of 2021." (votesmart.org)
  • Voted in favor of HR 1119 "SENSE Act." (votesmart.org)
  • "I think we need to enforce the laws already enacted." (justfacts.votesmart.org)
  • "Mr. Speaker, it is no secret that I have been a committed defender of the Second Amendment since being elected to Congress back in 1994. For me, that means that I will do everything that I possibly can to ensure that the rights of Americans, as they relate to the Second Amendment, are protected, while at the same time working to keep firearms out of the hands of criminals and mentally unstable individuals. H.R. 8, unfortunately, doesn't accomplish either of those goals. It is overburdensome, unreasonable, and, if passed, would instead keep firearms out of the hands of some hardworking and law-abiding citizens." (justfacts.votesmart.org)
  • Rated 92% by National Rifle Association (NRA). (justfacts.votesmart.org)
  • Voted in favor of S 2938 "Bipartisan Safer Communities Act" (votesmart.org)
  • "Here we go again! Schroder running away from her clear public support for the extreme Green New Deal and Medicare for All, dangerous policies that would bankrupt Ohio communities. See what she said in her own words ??" (twitter.com)
  • Voted against HR 987 "MORE Health Education Act" (votesmart.org)
  • "Last night, Congress passed legislation to help the American people deal with the impact of the coronavirus, including the increased availability of free tests for the virus, and paid sick leave. " (twitter.com)
  • Voted in favor of HR 6201 "Families First Coronavirus Response Act" (votesmart.org)
  • Signed Letter to Speaker Pelosi: "Every day, Ohio's medical technology companies manufacture life-saving devices like pacemakers, sterilizers and insulin pumps," said Congressman Dave Joyce. "The federal government should not place additional burdens on medical innovators and entrepreneurs who not only employ thousands of Buckeyes, but also provide cutting edge medical products and treatments that save lives. That's why I'm proud to support the repeal of the medical device tax alongside my colleagues from Ohio. If this burdensome tax goes back into effect, patients who rely on innovative medical technologies will ultimately be the ones who suffer the consequences, and that is simply unacceptable." (justfacts.votesmart.org)
  • "The cost of #prescriptiondrugs continues to skyrocket. Congress must work in a bipartisan manner to lower the cost of prescription drugs so that no family goes without lifesaving medication." (twitter.com)
  • Voted against HR 3 "Lower Drug Costs Now Act of 2019" (votesmart.org)
  • Voted against HR 6833 "The Affordable Insulin Now Act" (votesmart.org)
  • "Biden’s Border Crisis: Border security is national security. A weakened border has led to a surge in illegal immigration, as 1.7M people were apprehended at our southern border last year. Worse, drug cartels are flooding the U.S. w/ unthinkable amounts of fentanyl & deadly drugs." (twitter.com)
  • "That being said, at this point, there is a standoff because the President and many Members in this body and in the other body believe that it is time for us to enhance our border security, and that is one of the principal issues right now and why the government is not open completely. Most of the government is open. It is a relatively small portion. However, any portion of the government that is closed is too much." (justfacts.votesmart.org)
  • Voted in favor of HR 6136 "Border Security and Immigration Reform Act of 2018" (votesmart.org)
  • Rated 93% by NumbersUSA. (justfacts.votesmart.org)

  • Voted in favor of HR 3004 "Kate's Law" (votesmart.org)
  • "We cannot have immigration policy set by the ideological demands of the far-left. Ceding secure borders to extreme ideas has real consequences for the American people." (twitter.com)
  • Signed Letter to President Biden: "At the same time, there is also concern that Russia, like Iran and North Korea, may use digital assets to evade sanctions. It has been widely reported that a forthcoming United Nations report will lay out how North Korea has used ransomware to steal cryptocurrency to directly fund its nuclear program and evade sanctions. Now more than ever we must work with our allies to close potential gaps in sanctions measures and ensure digital asset trading platforms are fully complying with sanctions and identifying exposure to sanctioned parties in order to help stop Russia's actions against Ukraine." (justfacts.votesmart.org)
  • "The Biden Administration's impending Iran Nuclear Deal 2.0 will throw a financial lifeline to Iran and its allies, Russia and Venezuela," said Congressman Steve Chabot. "The more power we give our adversaries, the more we endanger our allies. The American people deserve to know just how bad it is. That is why I introduced legislation to uncover what Russia stands to gain and why Rep. Salazar's Investigar Act is critical -- this Administration cannot let its desperation for a deal allow the Mullahs to prop up Maduro." (justfacts.votesmart.org)
  • Voted in favor of HR 4695 "Protect Against Conflict by Turkey (PACT) Act" (votesmart.org)
  • Voted in favor of HR 6968 "Suspending Energy Imports from Russia Act" (votesmart.org)

Putin‘s aggression this time was encouraged by the West’s lack of response to his previous acts of aggression, especially following the illegal annexation of Ukraine’s Crimea." (stevechabot.com)
  • Voted in favor of S 3522 "Ukraine Democracy Defense Lend-Lease Act of 2022" (votesmart.org)
  • "It is a new day in America: from Cincinnati to Silicon Valley, hardworking families and the 29 million small businesses fueling our economy will see a real decrease in the taxes they pay and a growth in their paychecks," (justfacts.votesmart.org)
  • Rated 98% by National Tax Limitation Committee. (justfacts.votesmart.org)
  • "Today, the Republicans in the House followed through on our promise to the American people to pass real reform that simplifies the tax code, reduces taxes for the vast majority of Americans, boosts the economy and could create as many as a million new jobs. This important legislation isn't simply a tax cut. It's a fundamental transformation of the tax code that will make it easier for the American people to calculate and file their taxes; will reduce taxes on the typical Cincinnati family of four by as much as $2,000 a year; and make American businesses -- small, medium, and large -- more competitive in the world marketplace. And so this holiday season, American families have an extra reason to celebrate, because in the coming year, they will have more money to make ends meet, pay off bills, take a vacation, or save for the future." (justfacts.votesmart.org)
  • Voted in favor of HR 1 "Tax Cuts and Jobs Act" (votesmart.org)
  • "The USMCA is a great deal for Ohio workers, farmers, and businesses and it leads to freer markets, fairer trade, and robust economic growth in North America." (twitter.com)
  • "USMCA already contains the strongest labor provisions of any trade agreement considered by the U.S. to date, and the Trump Administration has worked diligently and in good faith to address these issues because the President is absolutely focused on ensuring a level playing field for all U.S. workers. Passing USMCA is a chance for the House to chalk up one critically important victory for the American people, and we urge you to seize this opportunity." (justfacts.votesmart.org)
  • Voted in favor of HR 5430 "United States-Mexico-Canada Agreement Implementation Act." (votesmart.org)

Our top priority must be defeating COVID-19. We must take the necessary steps to make sure a vaccine is approved and available to all Americans. In particular, I am working to extend and expand the Paycheck Protection Program, giving smaller employers and those still struggling to maintain their workforce access to the resources they need to stay afloat.
