  • Darrell Issa. Letter to Mr. Gene Dodaro, Mr. Geisel, and Mr. Gambatesa; Inspectors General at the State Department and U.S. Agency for International Development. 26 May 2010. "On April 22, 2009, Secretary of State Hillary Clinton testified during a hearing before the House Foreign Affairs Committee that, 'reproductive health includes access to abortion,' and 'we are now an administration that will protect the rights of women, including their rights to reproductive health care.' With reference to access to abortion, Secretary Clinton went on to say, 'it is my strongly held view that you are entitled to advocate… anywhere in the world, and so are we.' [¦] We firmly believe that such statements stand at odds with the Siljander Amendment, which strictly prohibits the use of U.S. taxpayer dollars to lobby for or against abortion. We also believe that due to the assertion of a right to "reproductive health" in Kenya's proposed constitution and the Administration's inclusion of access to abortion in its definition of "reproductive health," any advocacy by the Administration in support of this proposed new constitution would constitute lobbying for abortion under Article 43 as well as Article 26." • Darrell Issa. Issue Position: Stem Cell Research. 30 January 2012. "The House of Representatives recently passed H.R. 3, the Stem Cell Research Enhancement Act of 2007, which provides federal funding for conducting research on embryonic stem cells. As I have in the past, I voted in favor of enhancing stem cell research. In addition to the promise of new therapies and cures, there are also legitimate ethical concerns associated with embryonic stem cell research. I understand that this bill has caused concern for many in the pro-life community. I believe strongly in protecting life, and I have consistently voted to support legislation that limits abortion." • Darrell Issa. Issa Expresses Concern Over President Obama's Afghanistan Strategy. 2 December 2009. "President Obama unveiled a strategy this evening that gives our commanders on the ground only some of the troops and resources they have indicated are needed to complete the mission in Afghanistan. More importantly, his insistence on a timetable for leaving Afghanistan before his plan has even begun casts serious doubt about his commitment to a successful mission. The President simply cannot be an effective Commander-in-Chief while simultaneously altering the requests of military leaders to appease his political base and faulting the previous Administration for every important decision he has to make. The desire to end the war as quickly as possible must not be placed ahead of the reason we went into Afghanistan in the first place: to deny terrorists a safe haven to train and launch attacks against American civilians." • Darrell Issa. Statement of Oversight and Government Reform Committee Chairman Issa on President Obama's Afghanistan Troop Announcement. 22 June 2011. "The counterinsurgency strategy implemented by General David Petraeus and other military leadership continues to show results in Afghanistan. Marines and service members have performed remarkably to advance the mission under difficult circumstances. I applaud their efforts and look forward to their safe return home. Like many Americans, I want to see the prompt return of our troops and the successful completion of their mission. Unfortunately, their progress is being undermined by corruption in Kabul. We have yet to see the necessary leadership from President Karzai and from President Obama to address this pervasive problem within the Afghan government. Establishing the confidence of the Afghan people in their government is an essential component in achieving our objective of handing over a stable and secure Afghanistan. President Obama could do far more to advance our ultimate success and timely return of our forces by engaging President Karzai to root out corruption in the Kabul government. I hope that the speech tonight is not more lip service and that President Obama commits himself to the task." (votesmart.org)
  • Darrell Issa. Message from the Senate. 15 June 2006. "Mr. Speaker, we have done, for once, the even, middle-road thing we have to do. We did not go into this war the way we went into, as Congressman Murtha said, Beirut, only a little bit, only not enough, and only for a little while. We have gone into the war on terrorism with commitment from this Congress, in Afghanistan, in Iraq, in the South of the Philippines, wherever the terrorists may be; and we said we will stay the long haul in each of these places." • Darrell Issa. ISSA STATEMENT ON HOUSE PASSAGE OF DEFENSE SEQUESTRATION TRANSPARENCY BILL. 18 July 2012. "In January 2013, the sequestration process will cut defense spending by $500 billion at a time when missions stretch around the globe addressing ongoing and rising threats. If our military is to prepare for these cuts, military officials and the public deserve to know the specifics. Despite repeated requests, the Obama Administration has refused to provide details on sequestration cuts. Likewise the Office of Management and Budget has failed to gather data on the effects the cuts will have on current programs and activities, despite the requirement that it do so. The Pentagon will be responsible for half of the $1.2 trillion in reductions required by sequestration even though national defense is less than 20 percent of the federal budget." (issa.house.gov)

"One of the challenges we're going to face is today we will vote a short-term bill, a long-term funding for our troops in a short-term extension, and if it does not get accepted by the Senate, we are going for a shutdown even if we have a deal [¦] So, one of the things we're going to have to do, and Republicans are united to do it, is to fully fund the military in this next bill, period." • Darrell Issa. Issa Statement on Tonight's Tax Cut Vote. 17 December 2010. "Rep. Darrell Issa (R-CA), the incoming Chairman of the House Committee on Oversight and Government Reform, tonight issued the following statement following the vote to freeze tax rates at the current level for two years, preventing an income tax increase that would have affected all Americans: 'It is embarrassing that Congressional Democrats in the Majority have relegated a decision to avoid a massive and immediate tax increase on all Americans, until the very last possible second thereby putting us in an impossible position to have to decide between the bad and the worse. The reality is there couldn't be a worse time for the American people to have to absorb another tax increase, so I voted in favor of the only proposal put forward by the Congressional Majority for consideration and sided with the best interests of the American people to protect them from a devastating tax hike.'" (votesmart.org)
  • Darrell Issa. Issue Position: Tax. 1 February 2012. "Our country is in need of major tax reform. The current tax system is intrusive, complicated, and counterproductive. It is a burden to our economy and it limits our ability to save. Before sweeping Republican tax cuts, the typical American family would have paid more in taxes this year than they would have spent on food, clothing, and shelter combined. Certain taxes such as the Alternative Minimum Tax (AMT), death tax, and marriage penalty single out certain categories of hardworking Americans for additional taxes. I am in favor of simplifying the current system, cutting tax rates, and providing across-the-board relief for all Americans." (www.issa.house.gov)

  • Darrell Issa. Where are the Jobs and Transparency. 21 July 2009. "Mr. Speaker, I rise today to say three things: Where are the jobs? Where is the transparency that was promised? And where will the savings come from in a health care proposal that, in fact, starts off by talking about savings while, in fact, increasing spending? You don't need a new tax if everything is already taxed and you are going to save. You only need a new tax if, in fact, you are going to spend more money, create more waste, fraud, and abuse. Mr. Speaker, the President said we would not go above 8 percent, that the stimulus would in fact drive down the tendency towards unemployment and, in fact, create jobs. Mr. Speaker, where are the jobs? They were not created." (votesmart.org)
  • Darrell Issa. Will President Obama's "Son of Stimulus" Produce Same Results as Its Predecessor? 8 September 2011. "Republicans in Congress have provided leadership to help create jobs and grow the economy by offering a responsible budget and policy agenda that cuts out of control government spending, expands domestic energy production, reduces the onerous taxes and regulations of the Obama Administration, and encourages the job-creating, entrepreneurial spirit for which America is known [¦] It's time that Democrat leaders in the Senate and the Obama Administration pass an agenda that sparks growth by getting government out of the way of job creators. I hope that President Obama's son of stimulus proposal outlined tonight will focus on these goals, and not be a repeat of the failed stimulus program." (votesmart.org)

  • Darrell Issa. Issa: Statement on Cut, Cap, and Balance. 19 July 2011. "The American people know the solution to our debt crisis--they do it every month: restrict spending to income. The Cut, Cap, and Balance Act addresses our federal spending problem. Beginning October 1, the bill would cut $111 billion from government spending. Then, for the next 10 years, federal spending would be tightly capped and save taxpayers $5.8 trillion dollars. Significantly, it achieves these savings, and provides a debt ceiling increase as America gets its fiscal house in order. Out of control spending is crippling our economy, starving the engines of growth and racking up massive debt for future generations. We've been saddled with $3.5 trillion in new debt since the Obama Administration took office. The federal government's over-spending has got to stop-- the Cut, Cap and Balance Act gives us the tools to achieve this goal, and get the economy back on the road to recovery." (votesmart.org)
  • Darrell Issa. Issa Protests Congress' Failure to Limit Spending, Votes No' on Stimulus. 13 February 2009. "House Committee on Oversight and Government Reform Ranking Member Darrell Issa (R-CA), expressing disappointment in Congress' failure to limit spending provisions to those that will create jobs and invigorate the economy, voted against the $790 billion economic stimulus package. 'This stimulus package was crafted with lobbyists and special interests playing a much greater role than economists and bipartisanship [¦] President Obama's early call for a bill focusing on building highways, bridges, water projects, as well as targeted tax cuts and enhanced benefits for Americans who lose their job was something I wanted to support. Unfortunately, Congress couldn't control its runaway spending habits and the American people are stuck with a fiscally irresponsible and partisan bill. Many Americans are hurting, and government should lend a helping hand to those who fall on hard times. Runaway spending, however, will lead this country into a second Carter Administration where uncontrolled spending leads to high inflation and high interest rates. The benefits of this bill for the economy are questionable but the high long-term costs of the government legacy programs it contains are certain.'" (votesmart.org)
  • Darrell Issa. Oversight Committee Chairman Issa Statement on Latest U.S. Unemployment Data Release. 7 October 2011. "President Obama has proposed more government spending, increased deficits and new programs--but as job creators have repeatedly told our Committee, more government is not the solution--it is the problem. Reducing government spending, cutting red tape, waste and regulations, and creating a business and entrepreneur-friendly environment will achieve our shared goal of economic growth and job creation." (votesmart.org)
  • Darrell Issa. Stimulus Bill Sells Out Taxpayers. 28 January 2009. "The so-called American Recovery and Reinvestment Act amounts to nothing more than an $825 billion earmark designed to expand government on the backs of the American taxpayers using money we do not have. There is little guarantee of any short-term gain, but there is no question of the irreparable harm we can expect by saddling our children and grandchildren with trillions of dollars of additional debt [¦] Time and again, we are hearing how urgently these stimulus funds are needed. The American people have been cautioned that without this proposal, the recession we are currently experiencing will only deepen. You would think that given the severity of this economic crisis, the Democrats in Congress who have crafted this plan would ensure that every dollar spent will help create jobs and jump-start our economy. Yet a closer look at the bill reveals that 93 percent of the bill's discretionary spending will be spent in years to come or, as the Washington Post put it, 'too late to lift the nation out of recession.'" "Congressman Darrell Issa (R-Vista) tocday issued the following statement in honor of our country's 27.2 million small businesses celebrating U.S. Small Business Week. Supporting small business success and delivering effective regulatory reform are central to Rep. Issa's work both for California's 49th Congressional District and as House Oversight Committee Chairman. Issa has launched AmericanJobCreators.com to listen to, and learn from, the private sector entrepreneurs struggling under the weight of more than 150,000 pages of federal fine print. 'Small business is the backbone of our economy, but regulations coming from Washington prevent our job creators from growing and hiring [¦]Entrepreneurs are telling us that government forces them to work longer and harder for less. Small Business Week is an important reminder that reckless spending and regulatory overreach cost real jobs, and stand between innovators and the American dream. That's why I'm committed to getting it right for our job creators with AmericanJobCreators.com.'" (votesmart.org)

  • Darrell Issa. Issa on Tax Vote: "They Just Don't Get It". 2 December 2010. "Rep. Darrell Issa (R-CA), the Ranking Member of the House Committee on Oversight and Government Reform, issued the following statement regarding Congressional Democrats decision to ignore the will of the American people and advance a policy that would raise taxes on small businesses and the American people: 'They just don't get it. Clearly, Congressional Democrats learned nothing from the lessons of November 2nd. The American people had a clear choice between those that want to cut taxes for all Americans and those that want to raise them and they chose decisively. Instead of living up to the mandate set by the American people, Congressional Democrats have defied the will of the American people choosing instead to play politics with this issue and advance a job-killing, tax-raising agenda that has been rejected by the American people.'" (votesmart.org)
  • Darrell Issa. Issue Position: Small Business. 30 January 2012. "Small businesses drive economic growth in our country. They comprise 99.7 percent of all employers in our Nation. America's 26 million small businesses employ more than 50 percent of the private work force and generate more than half of the nation's gross domestic product. Small businesses are the principal source of new jobs in the U.S. economy generating between 60 and 80 percent of net new jobs annually. As a former small business owner, I recognize the importance of a climate that fosters business growth rather than inhibits it. I continually support legislation that enhances businesses through tax relief, regulatory modifications, and health care reforms. Every extra dollar small-business owners are forced to spend complying with government mandates is a dollar that is not going toward business modernization, research and development, and employee expansion." (votesmart.org)
  • Darrell Issa. Op-Ed: Kill The Death Tax. 15 April 2010. "A brief window of sensible tax policy has opened for 2010, though if Congress doesn't take action to permanently eliminate the Death Tax--now at zero percent--the rate will return to a whopping fifty-five percent next year. Any proposal by Republicans or Democrats other than a zero percent taxation is unacceptable [¦] So long as these small businesses--which are responsible for 64 percent of all new jobs over the last 15 years--have to pay a 55 percent tax just to keep the family business running, their ability to create jobs is drastically stifled. Moreover, the Death Tax effectively serves to punish those who save and invest and encourages a pattern of reckless spending, thus depleting the economy of private capital and requiring more borrowing from the Chinese." (votesmart.org)
  • Darrell Issa. Navigating the Small Business Environment: Challenges and Opportunities. 2 April 2002. "The President choose this occasion to lay out his small business agenda which includes: new tax incentives for small businesses to make more job-creating investments; making affordable health care available to more employees; tearing down regulatory barriers to job creation; making Federal procurement more accessible to small businesses; and, providing small businesses with better information with which to succeed. These are issues that the Small Business Committee has worked together on a bipartisan basis in the past, and I pledge to work with him to see this agenda enacted." (issa.house.gov)

  • Darrell Issa. Politico - Giving Students a Chance at Success. 30 March 2011. "The House is due to vote Wednesday on reinstating the Opportunity Scholarship Program for the District of Columbia. This is a critical education reform that can offer low-income students and their parents the chance to break out of low-performing public schools and receive a quality education. The reauthorized program would give an annual voucher of $8,000 for elementary students and $12,000 for secondary students within 185 percent of the poverty line. It could make it possible for thousands of district school children to prepare for college at the competitive private school of their choice. But it is not just about helping one city's schoolchildren. This is part of a larger national conversation about school reform. Across the country, an increasing number of states are looking for ways to break the cycle of low graduation rates and substandard public education to give under-privileged students an educational environment where they can succeed." Bush's decision to lift the 1990 Executive Order that bars new drilling on much of America's Outer Continental Shelf. 'This decision is a step in the right direction for American consumers and our economy, but a defeat for the environmental lobby that has spent tens of millions of dollars in Washington over the years to place our nation's energy reserves off-limits [¦] The decision between using America's own energy reserves or to continuing to send our dollars to Venezuela and the Middle East now rests squarely on the shoulders of Nancy Pelosi and the rest of the Democratic Congressional leadership.'" Cambridge Energy Research Associates and IHS Global Insight that documents job creation and energy security potential in the Gulf energy industry from ending the Obama Administration's permit backlog: 'The Obama Administration has systematically blocked domestic energy production in the Gulf of Mexico, and today's report puts that action in stark terms. It documents a 250 percent increase in the deepwater exploration permit backlog with a decrease of nearly 80 percent for plan approvals and deepwater drilling. That means a loss of $9 billion dollars in capital investment in 2011, along with a projected loss to the government of $25 billion in royalties and tax payments over the next 3 years, to say nothing of the tens of thousands of jobs lost.'" • Darrell Issa. Issa Opposes Sham' Energy Bill. 16 September 2008. "This do-nothing energy bill is a sham and a charade. Drilling provisions have been written so that new drilling won't take place. This insincere bill does not expand nuclear power nor does it address the bureaucratic red tape which hampers citing renewable energy projects and the transmission lines that connect them to power grids. While Democrats have changed their rhetoric on energy, their actions have not changed. "Today, Congressman Darrell Issa (R-CA) voted to end President Obama's de facto moratorium on American energy production in the Gulf of Mexico in favor of affordable American energy prices and American job creation. The Putting the Gulf Back to Work Act (H.R. 1229) offers specific time parameters for the Secretary of the Interior to approve permit applications for Gulf Coast drilling, codifies safety and accountability standards, and establishes an expedited judicial review process for resolving lawsuits pertaining to the issuance or denial of permits. It was approved by the House of Representatives by a bipartisan vote of 263-163. 'But this legislation is about more than four dollar and five dollar gas [¦] Americans depend on this industry for their livelihoods, and it's unforgivably shortsighted to say that a bureaucratic blockade on Gulf Coast drilling won't cost jobs in the energy industry and in manufacturing, engineering, travel and tourism, shipping, and the list goes on.'" Most of the policy discussions have taken a global or international view, but specific responses require action at the national level [¦] For the next two years, the Congress and the Executive Branch will be working on further policies to reduce greenhouse gases and improve our knowledge on global climate change. State governments are also taking a more active role, especially California. Most of these efforts and debate will center on further improvements in energy efficiency and alternative fuels, whether or not carbon dioxide should be regulated as a pollutant, whether or not emissions reductions should be regulated from the end user of energy resources (e.g. tailpipe), other points of distribution (e.g. electricity generating facilities), or mandating fuel choices. Now is the time to encourage the development of zero-emission clean energy generation, such as nuclear, hydro-electricity, wind, solar, all of which can meet our energy needs now and replace older and dirtier fossil fuel generation." • Darrell Issa. Op-Ed: EPA: Regulatory Mess, Economic Massacre. 4 March 2010. "The Environmental Protection Agency announced on December 7, 2009, that greenhouse gases, including carbon dioxide emissions, contribute to air pollution that may reasonably be anticipated to 'pose a threat to our health and welfare.' If this finding is allowed to become law, the Obama Administration will succeed in gaining greater control over everyday life in America, at a time when small businesses are already struggling. After the endangerment finding was announced, an unnamed White House official prophesied that if Congress failed to pass climate change legislation 'the EPA is going to have to regulate in this area.' The source went on to say, '[The EPA] is not going to be able to regulate on a market-based way, so it's going to have to regulate in a command-and-control way.' [¦] While the EPA is expanding its regulatory jurisdiction, Congress has the sole right and responsibility to enact legislation nullifying any rogue determination they make -- and we should do just that." "Mr. Speaker, I am pleased that the House of Representatives has voted to hold the District of Columbia accountable for violating the civil rights of D.C. residents for decades. Making the District adhere to the Constitution now is better than waiting 180 days. Once the District comes into compliance with the Supreme Court decision, D.C. residents will finally be able to defend themselves against armed criminals. The District's anti-gun law created a bastion for crime. Our action here today puts D.C. residents first and criminals second." (votesmart.org)

Since that time, more than 2.5 million Americans have lost their jobs and unemployment stands at 9.6%. Some focus. The President and his Democrat allies in Congress instead chose to unleash a torrent of bills that do anything but create jobs, like the so-called financial services reform bill that didn't fix the real problem of government meddling in mortgages, and another round of "stimulus" spending that only deepened states' addiction to Washington bailouts. Last week, Congressional Democrats canceled a vote on tax relief for all Americans until after the November elections, creating more economic uncertainty while delaying private sector job creation [¦] Real reform must include medical liability reform with teeth, expanded Health Savings Accounts and coverage for those with pre-existing conditions. We developed these straight-forward alternatives by listening to the challenges facing America's job creators who strive to both expand and do right by their workers." (votesmart.org)
  • Darrell Issa. Issa and Gowdy Push Obama Administration for Explanation of "F" Grade on All 2010 Obamacare Regulations. 18 January 2012. "Economists from Duke University and George Mason University have reviewed all eight 2010 Obamacare regulations, giving each regulatory impact analysis an "F" grade because of troubling problems with cost benefit analysis, rushed review, and systematic bias in the favor of regulation. Oversight and Government Reform Committee Chairman Darrell Issa (R-CA) and Subcommittee on Health Care, District of Columbia, Census and the National Archives Chairman Trey Gowdy (R-SC) have written separate letters to Health and Human Services (HHS) Secretary Kathleen Sebelius and Office of Information and Regulatory Affairs (OIRA) Administrator Cass Sunstein to determine why the Administration rushed the review and how it earned such a low grade despite President Obama's promises to conduct thorough and consistent quantitative and qualitative regulatory impact reviews [¦] 'We have several questions about the failure of your department to conduct accurate and careful cost-benefit analyses. We are concerned that the 2010 [health care law] regulations failed to meet the criteria of President Obama's Executive Order 13563. We also have several questions about HHS' RIAs as well as how HHS is going to improve the regulatory process moving forward for the many future [health care law] regulations that have yet to be issued,' Issa and Gowdy wrote to Secretary Sebelius. 'President Obama's health care program was rushed into law, and now it would appear that the review process--designed to be a check against flawed regulations--was rushed as well. Flawed and rushed regulatory processes make for bad policy and create uncertainty for the businesses, consumers and taxpayers who will be impacted by and pay for these regulations. HHS and OIRA owe them and this committee answers to explain how they earned an "F" grade on an assignment that is the Administration's top policy priority,' Issa and Gowdy added." (votesmart.org)
  • Darrell Issa. New Report: President Obama's Health Care Plan Discriminates Against Families with New Marriage Penalty and Moves 8 Million Taxpayers Off Rolls. 27 October 2011. "The Oversight Committee report is based on staff analysis of data provided to Chairman Darrell Issa by the Joint Committee on Taxation (JCT). Combined with data from the Congressional Budget Office (CBO), the report concludes that married couples will receive only 14 percent of the tax credits authorized by the Patient Protection and Affordable Care Act (PPACA). At most, two million married couples (out of nearly 60 million married couples nationwide) are projected to benefit from the health insurance tax credit in any year through 2021. Nearly half of the beneficiaries of the tax credit will be single individuals without any dependent children while most of the other beneficiaries will be single parents [¦] 'Under President Obama's health care plan, the tax code will continue to treat otherwise identical individuals very differently--solely based on the source of their health insurance. Many workers and employers will have a new incentives to drop employer-sponsored health insurance because of the sizeable tax credits created by this law. This means that some families will have a tax filing benefit for not receiving health insurance, which could lead to dramatic market disruptions and ultimately increase the federal deficits as these workers turn to Obamacare rather than traditional employer-sponsored plans,' Chairman Issa said." • Darrell Issa. Reps. Issa and Walsh Introduce Constitutional Protection Act to End Spending on Health Care Reform until Constitutional Challenges are Resolved. 22 March 2011. "Rep. Darrell Issa (R-CA), Chairman of the House Committee on Oversight and Government Reform (OGR), and Rep. Joe Walsh (R-IL), a member of the OGR Subcommittee on Health Care, today announced the introduction of the Constitutional Protection Act -- legislation that will delay the regulatory and administrative implementation of the Patient Protection and Affordable Care Act until federal court challenges to its Constitutionality are resolved. 'ObamaCare has twice been declared unconstitutional since it was forced through Congress just one year ago, but the Administration is moving full speed ahead on its implementation with little regard for these rulings [¦] While ObamaCare remains, at best, in Constitutional limbo, it's beyond reckless to allow taxpayer dollars to be spent hiring new government regulators to oversee the creation of its massive and legally dubious bureaucracy. The Constitutional Protection Act will keep American families from losing their hard-earned money on a nonrefundable down payment for legislation that still hangs in the balance of the courts.'" • Darrell Issa. Rep. Issa Opposes Senate Amnesty Plan. 17 May 2007. "The Senate proposal outlined today contains a number of welcome enforcement provisions, immigration reforms, and strategies for addressing guest worker needs and stopping illegal immigration. These provisions, however, are compromised by a sweeping amnesty proposal that places illegal aliens in line ahead of those around the world who wait patiently in their home countries to emigrate to the United States legally. • Darrell Issa. 72 Members Tell Senate: Enforcement First, No Amnesty. 16 March 2006. "No reasonable observer - regardless of his or her policy perspective - believes that the current system serves the national or economic security interests of our country. We are all aware of how our porous borders and our lax interior enforcement create opportunities for criminals, whether they are human smugglers, illegal employers or persons sneaking into our country to do us harm. Americans demand that we fix our broken system, now. We believe that both houses of Congress have a shared responsibility to solve this problem. Unfortunately, we have grave concerns about several of the proposals which have been presented to your committee. We are concerned that some of these proposals are fundamentally incompatible with the desire of the American public for real immigration reform - and their clear opposition to reform proposals that amount to little more than thinly disguised attempts to provide amnesty. If the Senate were to pass such a proposal, we believe it would doom any chance of a real reform bill reaching the President's desk this year." (votesmart.org)

"Mr. Chairman, I rise today in support of the Border Protection, Antiterrorism, and Illegal Immigration Control Act of 2005. The passage of this legislation is fundamental to the security of our citizens and to reducing the flow of illegal immigrants into the United States. The number one issue that my constituents contact me about is securing our borders and fighting illegal immigration. This bill does both. Among the bill's provisions are greater cooperation between border sheriffs and Federal law enforcement, increased penalties for human smugglers, elimination of 'catch and release' policies, and a requirement that employers screen for illegal applicants." 'The House Immigration Reform Caucus is working diligently to show how the Senate plan will critically damage efforts to fix our broken immigration system [¦] Twenty years ago we had an amnesty without an effective enforcement and guest worker plan. The people who live under the constant threat of border violence have every right to be protected and have every right to defend themselves, their families and their communities.'" (votesmart.org)

[...] After that, everything else is in play; a full guest worker program that would allow whatever number of people could gainfully be employed without displacing American jobs, certainly a transition for people already here so that they could either be converted to guest worker or exit the country in a fair way." While we celebrate this accomplishment and express our thanks for the efforts of our military, intelligence agencies, diplomatic corps, and allies we must remain mindful that other dangerous terrorists still remain at large. The killing of Bin Laden should serve as a reminder that those who engage in terrorism should not expect to meet justice at a day in court, but rather at any second of any night wherever they may try to hide. The Ryan Plan is absolutely based on those who are retired, nearly retired, or those who are unable to work, being protected by us making reforms, sensible reforms, for those who have time to plan for the future and those who in fact can give a little more and take a little less. But I'll tell you one thing, I won't approve, I won't vote for any plan that does anything to those for whom it's too late to make adjustments and for those nearing retirement. That's very clear.
