What is the Political Courage Test?

Vermont Congressional Election 2012 Political Courage Test

Pro-choice Do you generally support pro-choice or pro-life legislation?
As a VoteKISS candidate I have signed a contract to ONLY vote for 3 pre-written bills that solve our biggest problems in ways everyone can understand and most people can agree with. Since the 3 bills don't directly deal with abortion, my opinion on this topic is irrelevant. However, the bills do address healthcare and the VoteKISS solution puts patients in charge of healthcare choices and budget--not the government.
No Do you support United States' combat operations in Afghanistan?
No Do you support a timetable for withdrawal from Afghanistan?
The 3 VoteKISS bills don't deal directly with foreign affairs. However, the 1st bill, a US constitutional amendment with 10 major changes, includes a requirement that the US Constitution be interpreted as originally intended and amended. Since Congress did not declare war on Afghanistan, the war is unconstitutional and immediate withdrawl would be required.

Indicate which proposals you support (if any) for balancing the federal budget. In order to balance the budget,

Yes do you support reducing defense spending?
do you support reducing Medicaid spending?
do you support reducing Medicare spending?
Yes Is balancing the budget a legislative priority?
No do you support an income tax increase on any tax bracket?
As a VoteKISS candidate I have signed a contract requiring me to ONLY vote for the 3 pre-written bills shown in draft form on the VoteKISS website. If the VoteKISS amendment is passed I can then vote for an appropriations bill that reduces spending to the 2007 level. I would only consider across the board cuts as I am not authorized to do otherwise. The VoteKISS bills are comprehensive changes that include elimination of the income tax and replacing Medicare/medicaid with a simpler program.
Yes Do you support the regulation of indirect campaign contributions from corporations and unions?
The VoteKISS amendment includes severe restrictions on campaign SPENDING, elimination of spending outside the official campaign that would help/harm individual candidates, elimination of war chests, and all receipts/expenditures are to be publicly posted.
Yes Do you support capital punishment for certain crimes?
The 3 VoteKISS bills do not directly address this issue, and as a VoteKISS candidate my personal opinion is irrelevant. The VoteKISS amendment requires the US Constitution to be interpreted as originally intended and amended; capital punishment was practiced during the founders' lifetimes so I have answered accordingly.
No Do you support federal spending as a means of promoting economic growth?
No Do you support providing tax incentives to businesses for the purpose of job creation?
No Do you support spending on infrastructure projects for the purpose of job creation?
No Do you support the temporary extension of unemployment benefits?
No Do you support the 2010 temporary extension of tax relief?
The VoteKISS amendment, Section 10, restricts the federal government from competing with or supporting private sector businesses. It also repeals the income tax and its 76,000 pages of code so politicians may no longer use it to reward supporters or punish opponents. Section 2 provides a minimum living wage to employees and a safety net to those who CAN'T work. It also provides for automatic personal retirement savings that can be used when unemployed.
No Do you support requiring states to implement education reforms in order to be eligible for competitive federal grants?
The VoteKISS amendment, Section 2, makes a basic education a citizen right, but it must be tailored to individual abilities, interests, and talents. Section 10 eliminates unfunded mandates on states, businesses, or individuals. It also doesn't allow federal dollars to be used to compete with or support the private sector. This would mean the federal government can only require a basic curriculum and testing to ensure individual progress; payment must be made to the learner or learner's guardians.
Unknown Position Do you support reducing restrictions on offshore energy production?
The VoteKISS amendment, Section 2 makes a safe and sustainable natural, built, and social environment a citizen right, but it must not interfere unnecessarily with states or individual rights and liberties. Since the bills don't address this issue directly, I cannot answer this question.
Do you believe that human activity is contributing to climate change?
Unknown Position Do you support the federal regulation of greenhouse gas emissions?
The VoteKISS amendment, Section 2 makes a safe and sustainable natural, built, and social environment a citizen right, but it must not interfere unnecessarily with states or individual rights and liberties. Since the bills don't address these issues directly, I cannot answer these questions.
No Do you support restrictions on the purchase and possession of guns?
The VoteKISS amendment, section 1, requires the US Constitution to be interpreted as originally intended and amended, and it clearly gives the right to bear arms.
Yes Do you support repealing the 2010 Affordable Care Act?
No Should individuals be required to purchase health insurance, as mandated in the 2010 Affordable Care Act?
The VoteKISS amendment, Section 2 gives employees the right to a minimum living wage, that includes the cost of catastrophic health insurance with a lifetime cap. Those who can't work or are indigent will have the government pay this insurance. The VoteKISS healthcare bill repeals Obamacare and replaces it with a short and simple solution.
No Do you support requiring illegal immigrants to return to their country of origin before they are eligible for citizenship?
Yes Do you support allowing illegal immigrants, who were brought to the United States as minors, to pursue citizenship without returning to their country of origin?
Yes Do you support the enforcement of federal immigration law by state and local police?
The VoteKISS amendment, Section 1 requires the US Constitution to be interpreted as originally intended and amended. Those who come into this country illegally have broken the law and should be incarcerated, with the cost of incarceration born by those who employed them. Congress may decide to send illegal aliens to specialized jails in which they may pursue citizenship during incarceration. Only after serving time should they be sent to their country of origin if they don't pass/want citizenship testing.
Unknown Position Do you support same-sex marriage?
The VoteKISS bills do not address this issue, so my opinion is not pertinent.
No Do you support targeting suspected terrorists outside of official theaters of conflict?
No Should the U.S use military force in order to prevent Iran from possessing a nuclear weapon?
The VoteKISS amendment, section 1 requires the US Constitution to be interpreted as originally intended and amended. The Constitution clearly requires that Congress must declare war before aggressive action is taken against another country. I will only vote for war if a majority of my constituents vote for it via a pre-written bill or statement.
Unknown Position Do you support allowing individuals to divert a portion of their Social Security taxes into personal retirement accounts?
The VoteKISS amendment, section 2, gives employees the right to a minimum LIVING wage and those who can't work to a safety net equal to it; section 10 repeals the income tax. The VoteKISS healthcare bill requires employers to automatically deposit a % of employees' wages into a Health Savings Account, which, if unused for minor healthcare costs, spills into a Retirement Savings Account. Both of these are owned and managed by the employee (with some government restrictions). The VoteKISS tax bill replaces the income tax with the Fairtax, a national retail sales tax on new goods and services.

The VoteKISS bills were written with the belief that MOST Americans agree on 4 main things: 1. We distrust politicians and despise our political system--which ISN'T mandated by the US Constitution! 2. We know it's our civic duty to use public funds wisely 3. We know it's our moral duty to help those in need 4. We know it's our sacred duty to protect God's creation and preserve it for future generations. The VoteKISS bills try to balance these duties in a comprehensive way. VoteKISS reps CANNOT vote on appropriations until at least the Amendment passes Congress.
The VoteKISS amendment, section 10 repeals the federal income tax and requires federal revenue to be raised with only 2 universally applied taxes. The VoteKISS tax bill replaces the federal income tax with the Fairtax.
The VoteKISS bills represent a "house cleaning" of the federal government and focuses on 3 major issues: Government reform via a US Constitutional Amendment with TEN major updates to the Constitution--6 are aimed at eliminating political corruption. Healthcare reform by repealing Obamacare and replacing it with a short and simple solution that puts patients in charge of limited lifetime healthcare dollars and their own healthcare decisions. Tax reform by replacing the income tax with the Fairtax, a national retail sales tax on new goods and services--only those end consumers who buy new pay taxes.
