YesCandidate Answerdo you support reducing Medicare spending?
YesCandidate AnswerIs balancing the budget an administrative priority?
Other or expanded principles

With current annual revenues of about 2.2 trillion and annual expenses of about 3.5 trillion, our federal budget is way out of line. We must as a nation have the will power to both cut overall spending and increase overall revenues now in order to avoid the risk of serious financial and social disruption in the future.
Please visit my website at www.kencross.com for an audio of my talk entitled "Implications of Federal Budget Deficits and the National Debt on the Future (updated)".

Slightly Decreasem) Other or expanded categories

All other categories of federal spending should be either slightly decreased or frozen until the federal budget is balanced.
The reason for the slight increase in education spending is to accomodate my "Quality Education Inititive" which is described in my website www.kencross.com.

The tax code for business needs to be revised to reduce the number of tax loopholes.
This action would result in increasing corporate tax revenues.

YesDo you support the regulation of indirect campaign contributions from corporations and unions?
Other or expanded principles

Just as individual contributions need to be regulated so that wealthy citizens such as Bill Gates and Warren Buffet couldn't basically get together and choose who would likely be president, corporations and unions need to be similarly regulated.

YesDo you support capital punishment for certain crimes?
Other or expanded principles
YesCandidate AnswerDo you support federal spending as a means of promoting economic growth?
YesCandidate AnswerDo you support providing tax incentives to businesses for the purpose of job creation?
YesCandidate AnswerDo you support spending on infrastructure projects for the purpose of job creation?
YesDo you support the 2010 temporary extension of unemployment benefits?
NoDo you support the 2010 temporary extension of tax relief?
Other or expanded principles

Federal spending should be done with restraint. The limited spending that is done should be targeted for specific objectives such as job creation. (Please see my article entitled "Jobs" at my website www.kencross.com)
There was about 5 trillion of federal debt when the Bush tax cuts were passed. We should have paid down the debt if there was going to be a surplus. After two wars and a prescription drug plan driving the debt to 10 trillion when Bush left office, we should not have extended tax relief. We need to pay our bills instead of selling out the future.

YesCandidate AnswerDo you support requiring states to implement education reforms in order to be eligible for competitive federal grants?
Other or expanded principles
YesDo you believe that human activity is contributing to climate change?
YesCandidate AnswerDo you support the federal regulation of greenhouse gas emissions?
YesCandidate AnswerDo you support reducing restrictions on offshore energy production?
Other or expanded principles

The preamble to our constitution includes the words "...and secure the blessings of liberty to ourselves and our posterity". We need to begin to think a little bit more about posterity and a little bit less about ourselves as a nation.
As a professional civil engineer, I believe that offshore drilling can and should be able to be done in a safe way to human beings and to the enviornment with appropriate regulation.

NoCandidate AnswerDo you support United States' combat operations in Afghanistan?
YesDo you support a timetable for withdrawal from Afghanistan?
YesCandidate AnswerDo you support targeting suspected terrorists outside of official theaters of conflict?
Other or expanded principles

If Arabs occupied Arkansas, the state I live in, and were killing Arkansans, it is certain that Arkansans would be trying to kill the Arabs as well. The United States appropiately responded with force after 9/11/2001. Osama bin Laden, the perpetrater of the attacks, is dead. It is time to bring our troops home. Covert action against terrorists would prove more effective than overt action at this time. Endless war is costly in terms of lives lost and money. The hostilities should end now.

YesCandidate AnswerDo you support restrictions on the purchase and possession of guns?
Other or expanded principles

Convicted felons should be restricted from buying and possessing guns. In addition, sales of certain weapons such as machine guns should be restricted. However, the constitution guarantees citizens the right to bear arms. I believe that right includes hunting rifles and handguns.

YesCandidate AnswerDo you support repealing the 2010 Affordable Care Act?
NoCandidate AnswerShould individuals be required to purchase health insurance, as mandated in the 2010 Affordable Care Act?
Other or expanded principles

While it would be nice if everyone were insured, I do not believe that it is a proper role of the federal government to tell individual citizens things that they must do or must not do just because the government thinks it is in their own personal interest to do so. Should the federal government reguire people to not eat fast foods to reduce the cost of heart disease to society?

YesCandidate AnswerDo you support requiring illegal immigrants to return to their country of origin before they are eligible for citizenship?
YesDo you support allowing illegal immigrants, who were brought to the United States as minors, to pursue citizenship without returning to their country of origin?
YesDo you support the enforcement of federal immigration law by state and local police?
Other or expanded principles
NoCandidate AnswerDo you support same-sex marriage?
Other or expanded principles

I do support civil unions which provide partners with marital rights under the law.

NoCandidate AnswerDo you support allowing individuals to divert a portion of their Social Security taxes into personal retirement accounts?
Other or expanded principles

Social Security is a "Pay Go" program in which younger workers pay the benefits of retired persons. If young workers were allowed to divert money to personal retirement accounts, there would not be sufficient funds to pay retirees the benefits that they are entitled to receive.
It is worth pointing out that the baby boomers are not the problem. They paid for several generations before them, and an additional 2.5 trillion that the federal government has borrowed and must pay back. That will cover them until 2036. After that, 75% of benefits are paid until 2085 as currently planned.

Please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.

The top three priorities of my administration would be as follows:

1) Reducing federal deficits until budgets are balanced.
2) Replacing the present tax code with one that is fairer and simpler.
3) Saving existing entitlement programs by making a number of modifications to them to reduce costs.

Current administration projections are that the national debt will reach approximately 20 trillion dollars by 2020. We must do better than that to avoid the risk of financial and social disruption such as is currently occurring in Greece.

My proposed tax plan and entitlement program modifications can be found at www.kencross.com.
