In South Carolina like many states, spending has increased over the last few years. While general fund revenues have decreased but both fines & fees and federal funds have increased providing for wasteful spending on a number of unnecessary "non-core government" programs. While I strongly support public education, I believe strongly in giving parents a "choice". I have not seen sufficient evidence of a strong return on the investment made in state spending on K-12 education and do not believe spending more money is the answer to achieving "success".

South Carolina still has one of the most complex tax structures in the U.S. and for that reason would ultimately support the "Fair Tax". We disproportionately tax second homeowners/investment properties, commercial property and industrial property. Ultimately, I believe it is our failure to achieve comprehensive tax reform that has eliminated our ability to compete with our neighbor states to attract businesses without first picking and choosing winners and losers.

In order to balance the budget, I believe a comprehensive review of all state programs must be completed. We cannot as a government continue to spend without the revenue to support the spending.

d) Incentives have become common place and unfortunately have created a winner/loser climate, some businesses win and others lose. Incentives can be used and be useful but not at the expense of others.
