1) Increasing capital gains and dividend tax rates equal to working people's tax rates for those earning more than $200,000 in investment income.
2) Saving Social Security and Medicare by uncapping the payroll tax (presently capped at $110,000). HIgher earners should continue to pay the tax.
3) Protecting Northern California water from being misused by Southern California.

Removing the payroll tax cap will save social security but will not fully save Medicare. A .5% tax on all stock market trades to reduce stock market gambling would provide the additional funding to save Medicare.
