I believe that life begins at conception. In the case of life of the mother, I believe that everything should be done to save both the lives of the baby and the mother. In the rare cases where the life of the mother is in danger, the mother should be the priority. For a more in-depth explanation on this issue, please see this article written by pro-life physicians: http://www.prolifephysicians.org/rarecases.htm

1) State Spending
Indicate what state funding levels (#1-6) you support for the following general categories. Select one level per category- you can use a number more than once.
Slightly Increasea) Education (higher)
Slightly Increaseb) Education (K-12)
Slightly Decreasec) Environment
Slightly Decreased) Health care
Slightly Increasee) Law enforcement
Slightly Increasef) Transportation and highway infrastructure
Slightly Decreaseg) Welfare
h) Other or expanded categories

Any increase in state funding levels would depend on the revenue that is collected and other areas of State government that we might be able to cut. The three areas of funding that would be my priorities are education, law enforcement and highways. I believe that thru conservative solutions we can put more people back to work which would lower the need for welfare and state funded health programs like Medicaid.

2) State Taxes
Indicate what state tax levels (#1-6) you support for the following general categories. Select one level per category- you can use a number more than once.
Maintain Statusa) Alcohol taxes
Maintain Statusb) Cigarette taxes
Slightly Decreasec) Corporate taxes
Maintain Statusd) Gasoline taxes
Maintain Statuse) Sales taxes
Eliminatef) Sales taxes (grocery)
Slightly Decreaseg) Income taxes (low-income families)
Slightly Decreaseh) Income taxes (middle-income families)
Maintain Statusi) Income taxes (high-income families)
Maintain Statusj) Property taxes
k) Other or expanded categories

I have signed the Americans for Taxpayer Reform's pledge not to raise taxes. We need to eliminate the grocery tax and the Capital Gains tax. We also need to look at lowering the Corporate Income tax and adjusting the State Income tax up so that the highest tax bracket is higher then $31,000.

3) Budget Stabilization
Indicate which proposals you support (if any) for balancing Arkansas' budget.
Yesa) Establishing a "rainy day" fund
Yesb) Issuing the early release of certain non-violent offenders
Noc) Increasing tuition rates at public universities
Yesd) Instituting mandatory furloughs and layoffs for state employees
Noe) Reducing benefits for Medicaid recipients
Yesf) Privatizing certain government services
g) Other or expanded principles

We need to shrink the size of state government. This can be done thru a hiring freeze in non-critical areas. As people retire or move on to other jobs, we don't rehire to replace them unless they are critical such as police.

Yesa) Do you support limits on the number of terms for Arkansas governors?
Yesb) Do you support limits on the number of terms for Arkansas state legislators?
c) Do you support limits on the following types of contributions to candidates for state government?

Yesd) Should candidates for state office be encouraged to meet voluntary spending limits?
Yese) Do you support requiring full and timely disclosure of campaign finance information?
f) Other or expanded principles

There are many different ideas on how to reform how candidates fund their campaigns. At this point, I would be for limits on Political Parties and Corporate donations. However, I would be open to any ideas on campaign finance reform.

Yesa) Do you support capital punishment for certain crimes?
Yesb) Do you support alternatives to incarceration for certain non-violent offenders, such as mandatory counseling or substance abuse treatment?
Yesc) Do you support building more state prisons in Arkansas?
Nod) Should the possession of small amounts of marijuana be decriminalized?
Yese) Should minors accused of a violent crime be prosecuted as adults?
Yesf) Should minors who send sexually-explicit or nude photos by cell phone face criminal charges?
Yesg) Do you support the enforcement of federal immigration laws by state and local police?
h) Other or expanded principles

I have signed Secure Arkansas' petition that will limit benefits to illegal immigrants. I believe that immigrants who want to work in the US or become a citizen should follow our state and federal laws and do it legally. We should enforce our laws for those who are here illegally.

Yesa) Do you support reducing government regulations on the private sector?
b) Do you support increased state funding for job-training programs that re-train displaced workers?
Noc) Do you support expanding access to unemployment benefits?

Noe) Do you support increased spending on infrastructure projects for the purpose of job creation?
f) Do you support providing direct financial assistance to homeowners facing foreclosure?

Nof) Should illegal immigrants who graduate from Arkansas high schools be eligible for in-state tuition at public universities?
g) Other or expanded principles

I believe in school choice. We should look for ways to improve our public schools including better pay for teachers. I would be willing to look at proposals for a merit pay system here in Arkansas and listen to teachers on whether they would be for it or against it.

a) Do you support state funding for the development of alternative energy?
b) Do you support state funding for the development of traditional domestic energy sources (e.g. coal, natural gas, oil)?

Yesd) Do you support state funding for improvements to Arkansas' energy infrastructure?
e) Do you support state funding for open space preservation?
Nof) Do you support enacting environmental regulations aimed at reducing the effects of climate change?
g) Other or expanded principles

I do not believe in man made global warming and believe that putting more environmental regulations in place will only hurt families and cost jobs. I do not believe that government should be picking winners and losers. We should encourage the development of all forms of energy, especially the Fayetteville shale. I believe the best way is to lower taxes on businesses and look at ending unnecessary regulations.

Noa) Do you support restrictions on the purchase and possession of guns?
b) Do you support requiring background checks on gun sales between private citizens at gun shows?
Yesc) Do you support allowing individuals to carry concealed guns?
d) Do you support requiring a license for gun possession?

In order to reform our health system, we need to look at free market ideas such as tort reform and allowing people to purchase health insurance across state lines.
I pledge to fight on the state level against the recently passed healthcare law.

Yesa) Should marriage only be between one man and one woman?
Nob) Should Arkansas allow same-sex couples to form civil unions?
Yesc) Do you support state funding for stem cell research?
Nod) Do you support state funding for embryonic stem cell research?
Noe) Do you support the state's use of affirmative action?
Nof) Do you support the inclusion of sexual orientation in Arkansas' anti-discrimination laws?
Nog) Do you support the inclusion of gender identity in Arkansas' anti-discrimination laws?
Yesh) Do you support eliminating the state lottery?
i) Other or expanded principles

We must be more fiscally responsible and watch more carefully where the state dollars go. While I support Adult stem cell research, we need to make sure that any state funding doesn't take away from other more critical areas.

Please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.

1) Eliminate Capital Gains Tax
