Through increase educational training, with skill and job preparation, individuals who have depended upon governmental assistance will be empowered to become self sufficient and less reliant on the government.
The use of alcohol and cigarettes produces health debilitating diseases which cost lots of money to treat. Many of the users are of the poverty level in society and dependent on the Government for assistance. A great increase of taxes of these substances will become a deterrent for their usage, thus lowering the need for unnecessary dollars for failing health and treatment, of which these individuals are looking to the Government to provide.
Partnering with Faith based and Community Programs to rehabilitate certain non-violent offenders, who could be reinstated into society as tax paying workers would save tax dollars plus increase State tax revenues. Privatization of government services would stimulate Arkansas' economy through small businesses creating more jobs and increase tax revenue for our State.

Holding a governmental office too long, having too much control, power and authority often lends to a person thinking too highly of themselves. This produces an elitist demeanor of pride and arrogance. This behavior forfeits God's grace, which is the enabling factor to do justly, show mercy and walk humbly before God and man. Placing a limit on contributions prevent corruption and favoritism in making laws. Surely oppression maketh a wise man mad; and a gift destroyeth the heart. -Ecclesiastes 7:7 A wicked man taketh a gift out of the bosom to pervert the ways of judgment. -Proverbs 17:23

We are also told that if a person does not work, they should not eat. So often, people who will not work are actually busybodies. These people need to work in quietness and eat their own bread. God intend for there to be PROCREATION through the sexual intercourse between a man and a woman. Sodomy has always been a sin, as seen in the Bible, which caused God to destroy Sodom and Gomorrah, in that because men were lusting for men and having sex with men. It was an unnatural occurrence then and is yet unnatural, ungodly and abominable. -See Genesis 18:20 - 19:25 and Romans 1:17-32

I understand that the majority of the Lottery monies are going for Administrative purposes. The negative effect the lottery has on low income and poverty stricken people adds a greater burden to our state. The children of parents who loose their money in trying to win more will suffer greatly. I think this is an injustice to the poor who are already at risk for negative behavior. Having the luring affect of the lottery signs drawing them in to spending what little money they have is an outrage and a definite like of caring for these people!
Create additional Mentoring Centers with After School Programs for Children and Youth to have access to Educational Tutoring, Character Development and Skill Training, with transportation to and from these Centers being provided in order to reduce or eliminate hardships on families that lack adequate or no transportation. Develop more Neighborhood Community Centers, with additional security for the safety and protection of the citizens, with incentives for collaboration between neighbors in order to facilitate bonding relationships, with a willingness to work together on various projects for the redevelopment of nurturing, environmentally safe, attractive and happy neighborhoods.
