Most recently, I have introduced legislation to expand "Stand by Your Ad" and to renew and modernize the presidential public financing system.

As chairman of the Homeland Security funding committee, I worked to focus our immigration enforcement on those who have been convicted of serious crimes. Although local police assist in identifying criminal aliens among their inmate populations, enforcement decisions are left to federal law enforcement. I also oversaw major new investments in border security, increasing the size of our border patrol by 70 percent since 2006. But enforcement alone will not solve our complex immigration problems. Charting a course back to fiscal balance should be a top priority for Congress. While we cannot balance the budget with spending cuts alone, measured reductions in certain areas will allow us to focus our resources in other key areas and begin paying down the national debt. President Obama's freeze in non-security discretionary spending for FY 2011 was a good start, and I also support Secretary Gates' efforts to reduce defense spending, which accounts for half of all discretionary spending.

Getting back on track toward a balanced budget will require that all options - spending cuts, revenue increases, and changes to entitlement programs - be on the table. I support a progressive tax policy that provides targeted relief to working families and small businesses, cracks down on corporate loopholes and tax evasion, and returns tax rates for the wealthiest Americans to their pre-Bush levels. These latter levels were compatible with the prosperity of the 1990s, when we balanced the budget and began paying off the national debt.

Making the economy work for people who work for a living, and Americans who have lost jobs through no fault of their own, is my top priority. Creating good American jobs is job one.

Public education is the most important investment we make in our people and our economic future. As a member of the Appropriations Committee, I will continue to fight for robust federal education funding.

We must restore public trust in government. In the wake of the Citizens United decision, I will continue to push for Congress to curb the influence of unregulated and undisclosed special interest money.
