Pro-choiceCandidate AnswerDo you generally support pro-choice or pro-life legislation?
Other or expanded principles

I support a woman's right to choose as established in the Roe v. Wade decision. Any legislation to restrict late-term abortion must provide exceptions for the health of the mother and ensure that the decision about which method to use is made by the patient and her doctor.

YesCandidate AnswerDo you support United States' combat operations in Afghanistan?
YesDo you support a timetable for withdrawal from Afghanistan?
Other or expanded principles

I support President Obama's accelerated withdrawal plan, which calls for redeploying most coalition forces by the close of 2014. Our military commitment in Afghanistan cannot be open-ended, and I believe the President's plan appropriately balances the need to end our military presence with the need to support a stable and secure Afghan nation. The bipartisan House Democracy Partnership, which I co-chair, has played an important role by working to increase the capacity of the Afghan Parliament to function independently and in the best interests of the Afghan people.

Indicate which proposals you support (if any) for balancing the federal budget.
In order to balance the budget,
YesCandidate Answerdo you support reducing defense spending?
YesCandidate Answerdo you support an income tax increase on any tax bracket?
Nodo you support reducing Medicaid spending?
Nodo you support reducing Medicare spending?
YesIs balancing the budget a legislative priority?
Other or expanded principles

The federal budget is a statement of our priorities and values, and our first priority must be making America work again for working people, especially those who have lost their jobs in the Great Recession. We put people back to work by investing in them - through education, job training, infrastructure and innovation. That's also the best way to grow the economy and bring down the deficit.

YesDo you support the regulation of indirect campaign contributions from corporations and unions?
Other or expanded principles

The electoral process is the foundation of our democracy, and I have authored and supported of a wide range of measures to ensure its integrity, including the "Stand By Your Ad" disclosure requirement. The Supreme Court's Citizens United ruling poses a grave threat to democratic elections, and I have been part of a small, bipartisan group of House members pushing for legislation to overturn the ruling and minimize its negative impact. Most recently, I have introduced legislation to expand "Stand by Your Ad" and to renew and modernize the presidential public financing system.

YesDo you support capital punishment for certain crimes?
Other or expanded principles

I believe the death penalty should be an available punishment for the most heinous violent crimes, but I also believe those on death row should have every chance to prove their innocence. In 2004, I helped pass a law to ensure that death row inmates have access to post-conviction testing of DNA evidence that may exonerate them.

YesCandidate AnswerDo you support federal spending as a means of promoting economic growth?
YesCandidate AnswerDo you support providing tax incentives to businesses for the purpose of job creation?
YesDo you support spending on infrastructure projects for the purpose of job creation?
YesDo you support the temporary extension of unemployment benefits?
YesDo you support the 2010 temporary extension of tax relief?
Other or expanded principles

Investments in small businesses, education, infrastructure, research and innovation are essential to America's economic growth, and that's why I will continue to support them. I also support restoring fairness to the tax code. We should extend the middle class tax cuts but insist that the wealthiest among us pay their fair share.

YesCandidate AnswerDo you support requiring states to implement education reforms in order to be eligible for competitive federal grants?
Other or expanded principles

As a former educator, I believe all children should have access to a quality K-12 public education and the opportunity to continue their studies after high school. While I support strong standards for our schools and educators, labeling schools as ?failing? without providing the resources they need to succeed is not the solution. We need a comprehensive approach to education that invests in the neediest public schools and makes college affordable for all. I am the author of a law that encourages the best and brightest students to become teachers and have introduced legislation to help states retain quality teachers.

NoCandidate AnswerDo you support reducing restrictions on offshore energy production?
Other or expanded principles

In the wake of the Deepwater Horizon disaster, I continue to have concerns about drilling disaster preparedness and do not support reducing restrictions on offshore drilling. Responsible onshore domestic drilling should be part of an energy policy that seeks to achieve energy independence by investing in the development of renewable energy resources such as solar, wind, hydro, and geothermal. I am open to appropriately sited offshore wind power production, but states must have a say in what happens off their shores.

YesDo you believe that human activity is contributing to climate change?
YesCandidate AnswerDo you support the federal regulation of greenhouse gas emissions?
Other or expanded principles

Climate change is a global crisis, and it requires a global response. The United States must support and comply with negotiated international agreements that include mandatory emissions targets. In Congress, I have supported market-based solutions to curbing pollution, including cap and trade exchanges. I believe strongly in protecting the air we breathe and the water we drink, and I have worked with my colleagues to preserve our nation?s public lands for future generations.

YesCandidate AnswerDo you support restrictions on the purchase and possession of guns?
Other or expanded principles

We must institute reasonable measures to keep guns away from individuals who would use them to threaten or harm other people - such as North Carolina's instant background check - and I believe this can be done without denying law abiding citizens the ability to own and use guns for self-protection, hunting and sporting purposes.

NoCandidate AnswerDo you support repealing the 2010 Affordable Care Act?
YesShould individuals be required to purchase health insurance, as mandated in the 2010 Affordable Care Act?
Other or expanded principles

I am strong supporter of the Affordable Care Act, which will make affordable coverage available to millions of uninsured Americans and will make care more comprehensive and reliable for millions more. Constituents frequently tell me that the new law has helped them by allowing their children to be covered under the family?s insurance policy, their mother to receive cheaper prescription drugs, or their spouse to get free preventative screenings for diseases like cancer. I voted for the ACA and will continue to oppose efforts to repeal it.

NoCandidate AnswerDo you support requiring illegal immigrants to return to their country of origin before they are eligible for citizenship?
YesDo you support allowing illegal immigrants, who were brought to the United States as minors, to pursue citizenship without returning to their country of origin?
NoDo you support the enforcement of federal immigration law by state and local police?
Other or expanded principles

As chairman of the Homeland Security funding committee, I worked to focus our immigration enforcement on those who have been convicted of serious crimes. Although local police assist in identifying criminal aliens among their inmate populations, enforcement decisions are left to federal law enforcement. I also oversaw major new investments in border security, increasing the size of our border patrol by 70 percent since 2006. But enforcement alone will not solve our complex immigration problems. We must have a way, on a case-by-case basis, to allow law-abiding immigrants who perform needed work to earn their way to legal status.

YesCandidate AnswerDo you support same-sex marriage?
Other or expanded principles

I believe in an America that does not discriminate on the basis race, gender, religion or sexual orientation. I oppose Amendment One, the anti-same sex marriage amendment placed on the ballot by North Carolina conservatives. Religious communities may act on whatever definition of marriage their faith dictates, but we must not write discrimination into the state constitution.

YesCandidate AnswerDo you support targeting suspected terrorists outside of official theaters of conflict?
NoShould the U.S use military force in order to prevent Iran from possessing a nuclear weapon?
Other or expanded principles
NoCandidate AnswerDo you support allowing individuals to divert a portion of their Social Security taxes into personal retirement accounts?
Other or expanded principles

Charting a course back to fiscal balance should be a top priority for Congress. While we cannot balance the budget with spending cuts alone, measured reductions in certain areas will allow us to focus our resources in other key areas and begin paying down the national debt. President Obama's freeze in non-security discretionary spending for FY 2011 was a good start, and I also support Secretary Gates' efforts to reduce defense spending, which accounts for half of all discretionary spending.

Getting back on track toward a balanced budget will require that all options - spending cuts, revenue increases, and changes to entitlement programs - be on the table. I support a progressive tax policy that provides targeted relief to working families and small businesses, cracks down on corporate loopholes and tax evasion, and returns tax rates for the wealthiest Americans to their pre-Bush levels. These latter levels were compatible with the prosperity of the 1990s, when we balanced the budget and began paying off the national debt.

Please explain in a total of 100 words or less, your top two or three priorities if elected. If they require additional funding for implementation, please explain how you would obtain this funding.

Making the economy work for people who work for a living, and Americans who have lost jobs through no fault of their own, is my top priority. Creating good American jobs is job one.

Public education is the most important investment we make in our people and our economic future. As a member of the Appropriations Committee, I will continue to fight for robust federal education funding.

We must restore public trust in government. In the wake of the Citizens United decision, I will continue to push for Congress to curb the influence of unregulated and undisclosed special interest money.
