"It's a very important, serious issue for everyone to think about and to make their own personal decisions about. That's how I think it should be solved: people, their families, their religious advisers making their own decisions. I respect people that have different positions than I do, but I don't think it's the role of government to set those rules." (www.observer.com)

""I may be wrong about the economic recovery act. It may not work, but I'll tell you I would have voted for it, and I'll work hard to make sure we get our fair share here in the 20th district," Murphy said." (www.weeklystandard.com)
  • Scott Murphy. New York Times - Stimulus is Early Focus in New York House Race. 23 February 2009. "Mr. Murphy said he was hearing consistently from voters who 'worry about waste and abuse' in the stimulus package but welcome it anyway. 'I don't believe it's a perfect bill, but I believe it's something we needed to do,' he said. 'It's providing money for projects that we can get started on right away, to stimulate the economy and put people to work right away.'" (votesmart.org)
  • Scott Murphy. PolitckerNY.com - Meet Scott Murphy. 6 February 2009. "Murphy talked about his experience as a businessman, and how it informed what he would like to see in a federal stimulus package being debated now. I asked Murphy how he would have voted on the bill that passed the House of Representatives last week. He wouldn't say. He also declined to say how he would have voted on the TARP bills passed last autumn - which then-Representative Gillibrand voted against - but noted that 'what played out was absolutely unacceptable.'" (votesmart.org)
  • Scott Murphy. Murphy Blasts Tedisco for Saying No to Strict Caps on Bonuses for Wall Street Executives Receiving Bush Bail Out Money. 18 March 2009. "On Wednesday, local businessman and congressional candidate Scott Murphy once again demanded caps on excessive executive bonuses using taxpayer dollars for government bailout beneficiaries. Murphy has repeatedly blasted top executives at AIG who rewarded themselves with lavish bonuses at the expense of Upstate New York taxpayers. Like Senator Gillibrand, Murphy also backs President Obama's jobs and economic recovery plan, which imposes caps on executive compensation. By opposing President Obama's recovery package, Jim Tedisco is opposing caps on executive compensation. 'From the beginning of my campaign, I have called for capping excessive bonuses for executives at companies like AIG that were beneficiaries of Bush bailouts,' said Murphy. 'Like Senator Gillibrand, I favor President Obama's economic recovery and jobs package, which imposes strict caps on bonuses for Wall Street companies taking Bush bail out money.'" (votesmart.org)
  • Scott Murphy. While Murphy Favors a 100% Tax on AIG Bonuses, Murphy Pleased House At Least Passes a 90% Tax on Bonuses for Firms Accepting Bush Bailout Money. 19 March 2009. "Like Senator Gillibrand, Murphy also backs President Obama's jobs and economic recovery plan, which imposes caps on executive compensation. 'While I support a 100% tax on AIG bonuses, I would have voted in favor of the House action today because it at least imposed a 90 percent income tax on bonuses received by individuals from companies which have received over $5 billion from the Bush bailout.'" (votesmart.org)
  • Scott Murphy. Issue Position: Fiscal Responsibility. "As a small businessman, Scott knows what it is like to make payroll and responsibly balance a budget. Over the past decade, Washington has abandoned any sense of fiscal restraint, and during his short time there, Scott has been working hard to return to fiscal sanity to get our skyrocketing deficit under control. Scott has led the charge to eliminate wasteful spending in Washington. He voted against giving himself a raise and against increasing his office budget while Upstate families are tightening their belts. He has also voted to eliminate nearly $40 billion in government spending from annual appropriations bills. Soon after he was elected, Scott was successful in helping push to reinstate Pay-As-You-Go rules in Washington, which require any new spending to be offset by cuts somewhere else in the budget. These principles lapsed in the last decade, and Washington has neglected to make the tough choices to rein in wasteful spending and eliminate unnecessary programs. Additionally, Scott has led the charge against Medicare waste, fraud, and abuse. He authored the Medicare/Medicaid Fraud Prevention and Control Act, which will curtail abuse in the Medicare system and prevent criminals from defrauding taxpayers." (votesmart.org)
  • Scott Murphy. Issue Position: Job Creation and Economic Recovery. "Scott understands that private enterprise is the driving force of our economy, not the government. Small businesses are the economic engines that create jobs in our communities, and a limited government needs to be focused on creating an economic environment that is conducive for economic growth in the private sector. Scott has been working with business and community leaders here at home to help create jobs and get our economy back on track. His plan to Renew Upstate New York's economy identifies four critical sectors that can strengthen our economic future here in New York's 20th Congressional District: * Infrastructure * Education * Energy * Small Business and Agriculture By investing in these critical sectors, we can help create jobs and lay the foundation for long term economic growth here in Upstate New York." (votesmart.org)
  • Scott Murphy. Issue Position: Small Businesses. "As a small businessman, Scott understands that small businesses create jobs and are the economic engines of our local economies. That is why Scott has fought for tax relief for working families and small businesses who are still struggling to make ends meet. Scott has been fighting to help our businesses access the capital they need to create jobs and spur economic growth. He championed and successfully passed a commonsense reform of our banking rules to repeal an outdated restriction from 1933. The Business Checking Fairness Act will enable small businesses to receive interest on their checking accounts, putting more capital in the hands of our small business owners and opening up new avenues for investment. Scott has also been fighting to increase small business lending, and has supported expanding SBA loan programs and increased funding for our community banks that partner with our local entrepreneurs to get businesses moving." • Scott Murphy. Issue Position: Energy Independence. "Energy independence is vital to our national security as well as economic development here in Upstate New York. Instead of sending billions of dollars to prop up hostile regimes on the other side of the world, Scott has been working to chart a plan for energy independence that keeps our dollars and jobs here in America. Scott believes that we must take an "all of the above" approach to using our domestic energy resources, which includes nuclear power, natural gas, wind, solar, geothermal, and hydropower. Scott understands that Upstate New York is uniquely suited to harness the power of American technology and innovation to be a leader in a clean energy economy. We must break America's addiction to foreign oil and transition towards energy independence. This will strengthen our national security and help create new clean energy jobs right here in the 20th Congressional District." (votesmart.org)

(whipcongress.com)
  • Scott Murphy. Op-Ed: Health Care Must Be Made Affordable. 27 August 2009. I support the concept of a market-driven public option designed to compete with the private insurance market on a level playing field. The inclusion of such a plan in the free market system will provide more choice for consumers thus creating more competition and ultimately driving down costs. (votesmart.org)
  • Scott Murphy. Congressman Murphy Releases Statement On Health Care Reform. 7 November 2009. "I spent the past six months traveling the 20th District holding more than 100 events to have an open and honest discussion about health care with the people of our district. As your Congressman, I firmly believe that health care reform is critical to strengthening our nation. However, in order to achieve this goal, we must address the fundamentally flawed system that has led to skyrocketing costs, bankrupt families and extremely profitable insurance companies. For these reasons, I voted no on H.R. 3962 tonight. This bill makes a number of important reforms, which I wholeheartedly support including the elimination of the lifetime caps on insurance benefits and the pre-existing condition exclusion, invests in prevention and primary care, creates a health insurance exchange to force insurance companies to compete and offers a public option for people who want to get away from for-profit insurance companies. However, I have consistently said that any bill that Congress passes must curb costs and keep health care affordable in the long term. During these difficult economic times, an unacceptably high price tag will stress our already overstretched federal budget and place even more burdens on our hard working individuals, families and small businesses. We need to fix the system now, and not put off the hard choices for another generation. Furthermore, I am deeply frustrated by the last minute addition of over $50 billion in taxes on the two largest private employers in the 20th District -- medical device manufacturers and paper mills. As a small businessman, I am also concerned that H.R. 3962 falls short of making health insurance affordable for the small businesses of the 20th District; it fails to reform the fundamentally flawed incentives in the system, which continue to drive costs upward; and it fails to restrain the monopolistic practices of private insurers, which allow them to continue to increase premiums already weighing on families and small businesses. I remain committed to the goal of providing quality, affordable health care and I will continue to fight to change the broken health care system for America's families." . (votesmart.org)
