  • John Fleming. Taxpayer Dollars Should Not Fund Abortions. 15 July 2009. "Mr. Speaker, as it stands now, the Democrat health plan equals taxpayer-funded abortions. Let me repeat that. As it stands now, the Democrat health plan equals taxpayer-funded abortions. If unamended, the Obama health plan restructuring will be the most massive abortion expansion since Roe v. Wade and every insurance premium payer and every taxpayer will be forced to pay for every abortion. The taking of innocent life is not health care. I know; I'm a physician. Yet, without an abortion exclusion, this reform bill will be the platform for thrusting abortion into every aspect of health care in this country. The Secretary of HHS and the so-called Benefits Advisory Committee will determine the specific mandated services. Abortion will be included in the minimum benefits unless it is excluded, and the Democrats refuse to do that. This bill does an end run on current abortion funding restrictions by containing language that both authorizes and appropriates." (votesmart.org)
  • John Fleming. Pelosi Bill Will fund Abortions. 6 November 2009. "Mr. Speaker, health care reform should not be used as an opportunity to use Federal funds to pay for elective abortions. Health reform should be an opportunity to protect human life, not end it. House Speaker Nancy Pelosi is proposing a 2,032-page government takeover of health care that directs the new government-run plan to cover elective abortions. There is no getting around it. Under Speaker's PELOSI's government takeover of health care, Federal funds will be used to pay for abortions under the government-run plan and to subsidize individual plans that include abortion. As an alternative to Speaker Pelosi's bill, House Republicans are offering a commonsense, responsible solution that would reduce health care costs and expand access while protecting the dignity of all human life. The Republican plan would codify the Hyde amendment and prohibit all authorized and appropriated Federal funds from being used to pay for abortions. Under the Republican plan, any health plan that includes abortion coverage may not receive Federal funds. As a doctor with more than 30 years' experience, I will be voting ``no'' on the Pelosi health care bill that will destroy life instead of protect it." (votesmart.org)
  • John Fleming. Issue Position: Right to Life. 25 November 2011. "The most fundamental right is the Right to Life. Abortion is a pernicious evil. It is the wanton taking of innocent human life for the selfish reasons of others. Abortion is an evil predicated upon lies. The lie that unborn babies are just masses of cells or blobs of tissue. The lie that one class of human has the right to kill another. Nearly 50 million tiny, defenseless children have been aborted since the Supreme Court's infamous Roe v. Wade decision in 1973. This is our national sin, shame, and disgrace. It is a perversion of medicine. It is a perversion of law. I will defend the Right to Life from conception until natural death. To me being Pro Life is far more than a "political position." It is a matter of conscience. And it is matter of medical and scientific truth - life begins at conception. As a family doctor, I have had the high privilege of helping to bring hundreds of babies into this world. No one can tell me that these babies are not human while in their mother's womb. No one can tell me that they are not God's creation. No one can tell me that they do not deserve to be born! Every birth has an aspect of the divine and the miraculous. As a physician, I have spent 31 years saving the lives of patients. As a Congressman, I will work to save the lives of America's most defenseless, innocent, and vulnerable - the unborn babies. My credentials as a physician make me a compelling Advocate for Life." (votesmart.org)
  • John Fleming. Protect Life Act. 13 October 2011. "Madam Speaker, the bill before us today, H.R. 358, the Protect Life Act, would accomplish two important things: It would remove funding for abortion and abortion coverage under the Patient Protection and Affordable Care Act, and it would extend the conscience protections to pro-life doctors, nurses, hospitals, and other health care facilities who object to destroying the lives of unborn children. I've been a doctor for 36 years, father of four, grandfather of two, and I can tell you that the taking of innocent life is not health care. It is not health care. Having said that, this country is still divided on whether or not a woman should have the right to take an unborn infant. However, the country is not divided on the issue for who should pay for it--and that issue is taxpayers." (votesmart.org)
  • John Fleming. Full-Year Continuing Appropriations Act, 2011. 17 February 2011. "Abortion violates the very tenets, the simple tenets of our culture, and that is the killing of innocent life." (votesmart.org)
  • John Fleming. Fleming Comments On Senate Abortion Vote. 9 December 2009. "As currently written, the Senate health care bill provides for the taxpayer funding of abortions through multiple avenues. As a father, a physician, a Christian and a Member of Congress, I want to be very clear about this -- the taking of innocent life is not health care. Without specific provisions similar to the Stupak/Pitts amendment which prevents government funded abortions in the House version, we will be facing a de facto mandate that will drastically increase the number of on-demand abortions performed throughout this country. The Senate's failure to adopt this crucial amendment sets up a scenario where the House may be forced to drop its pro-life provision in its healthcare bill. I am very worried that Reid and Pelosi will now pull a back room shenanigan that undoes our strong pro-life vote in the House last month. Any Senator who voted to table this amendment is not a friend of the pro-life cause." (votesmart.org)
  • John Fleming. Fleming, Boren Introduce Legislation to Protect Conscience Rights of Health Care Providers. 24 January 2011. "As a father and family physician for over 30 years, I've witnessed the miracle of life firsthand and have had the privilege of delivering hundreds of babies. I strongly believe that every human life at any stage is unique and fully deserving of my protection as a physician." (votesmart.org)

  • John Fleming. Congressman Fleming Votes for Funding for the Troops in the Middle East. 15 May 2009. "I was proud to cast this vote to support the men and women who are on the front lines in the fight for democracy and freedom. We need to stay the course and rely on the expertise of our generals in theater in determining when it is safe to begin troop withdrawal. This War Supplemental does not include benchmarks or timetables; it simply provides the necessary funding to accomplish the mission of defeating terrorism. Military families should not have to worry about their loved ones having the necessary resources to safely do their jobs." (votesmart.org)
  • John Fleming. Issue Position: U.S. Military & National Security. 28 November 2011. "I will work hard to support the brave American men and women who at this very moment are fighting against our terrorist enemies - the radical Muslims, in Afghanistan and Iraq. This is not a fight that we started. This is not war by choice. Islamic fanatics decided to wage jihad on America." (votesmart.org)
  • John Fleming. Video: Fleming: Obama Announcing U.S. Troop Withdrawl is a Mistake. 29 June 2011. "Q: Obama has said he's going to withdraw these thousands of troops by September 2012. Now, here's the question: are we tipping our hand to them and is it going to give them an advantage, the terrorists? A: Well, absolutely [...] It makes no sense at all. You never tell your enemy when you're going to end the fight. And so I think it's a very bad strategic decision and in the end could show a waste of lives that have already been lost there." • John Fleming. H Con Res 28. 112th Congress. Removing Troops from Afghanistan. John Fleming voted Nay on 03/17/2011. (votesmart.org)
  • John Fleming. GOP Military Veterans Express Support General McChrystal. 15 October 2009. "One lesson my military service instilled in me is the principle of always trusting the commander on the ground. If Gen. McChrystal feels additional resources are needed on the battlefield in Afghanistan, then the Congress should stand ready to fully support that request. We owe nothing less than a free and stable democracy to the people of Afghanistan." (votesmart.org)

  • John Fleming. Fleming Responds to Failure of Debt Reduction Committee. 21 November 2011. "The failure of the committee is a disappointment, but not a surprise. The outcome could mean devastating cuts in military spending that would reduce our national security capabilities and affect local bases. We should not be looking to our Defense Department to shoulder more massive cuts just because a committee meeting behind closed doors in Washington couldn't strike a deal." (skittles.votesmart.org)
  • John Fleming. HR 1363. 112th Congress. 2011 Department of Defense Budget and Additional Continuing Appropriations. John Fleming voted Yea on 04/07/2011. (votesmart.org)
  • John Fleming. Defense. 24 September 2012. "Liberals want to fix the budget crisis they created on the backs of our men and women in uniform. I won't let them sacrifice our national security. While we strive for fiscally responsible solutions, I'll make sure that our brave service men and women get all the support they need to carry out the missions they've been given. Their well-being and our security are too important to risk." (flemingforla.com)
  • John Fleming. H Amdt 13. 112th Congress. Reducing Navy and Air Force Aircraft Procurement. John Fleming voted Nay on 02/15/2011. (votesmart.org)
  • John Fleming. This Is Not The Time To Cut The Missile Defense Budget. 3 June 2009. " This is not the time to cut our missile defense budget. Mr. Speaker, we must continue to invest in the ground-based sensors to track, intercept and destroy missiles during the mid-course of flight and ensure America is protected against attacks from those who pose the biggest threat to our safety and freedom. History remains clear on this. Being unprepared or passive always invites aggression." (skittles.votesmart.org)

  • John Fleming. Put Americans Back To Work. 26 January 2010. "Last year, President Obama and congressional Democrats promised that the trillion-dollar stimulus plan would create jobs immediately, and unemployment would not rise above 8 percent. Sadly, the only thing the wasteful stimulus bill created was bigger government, with nearly 2.7 million American jobs lost since that promise was made." (votesmart.org)
  • John Fleming. Turn This Economy Around. 1 November 2011. "Mr. Speaker, since early 2009, there have consistently been at least 13.5 million Americans unemployed. Every month for more than 2 1/2 years, millions of people have been looking for full-time jobs, and they have been waiting. They waited through months of debate over a health care bill that will cost jobs. They waited through a financial services bill that will cost jobs. They waited through bailouts and stimulus bills and debates over raising taxes, all of which will cost jobs. They waited while the House passed 15 big job-creating bills. Now the President says, We can't wait; I must go it alone. Mr. Speaker, that's why Republicans have passed the many bills to help this country's job creators, bills to lessen the regulatory burden on businesses, to encourage domestic energy production, and to halt the spending spree in Washington that robs money from the job creators." (votesmart.org)
  • John Fleming. Fleming Comments on Passage of Democrats' Bailout Bill. 10 August 2010. "At a time when our federal deficit has eclipsed $13 trillion dollars and unemployment lingers near 10%, Congress should not be funneling more money into the failed stimulus bill. Families across this country are being forced to tighten their belts and balance their budgets; it's time for government to do the same. Further bailing out States only encourages them to rely on the federal government for assistance rather than ensuring they live within their means and cut unnecessary spending. The Democrats' policy of higher taxes and bailouts on the backs of our grandchildren will only continue to push this country further into recession." (votesmart.org)
  • John Fleming. HR 5297. 112th Congress. Small Business Lending Fund and Tax Law Amendments. John Fleming voted Nay on 09/23/2010. (votesmart.org)
  • The Club for Growth. 04/18/2012. "On the votes used to calculate its ratings, The Club for Growth attaches more value to those votes it considers more important. For 2010, The Club for Growth gave John Fleming a rating of 100 percent." (votesmart.org)
  • John Fleming. No Second Stimulus. 8 July 2009. "Mr. Speaker, I join the majority of Americans who found themselves in utter disbelief yesterday when they heard the majority leader say that this Congress might need to consider a second stimulus package. After the first stimulus package has proved to be a failure in stabilizing the economy and mitigating unemployment, the best solution the liberal leadership in the House can propose is to continue on this reckless spending spree. At present, we are spending $100 million a day on interest on the first stimulus, and yet unemployment has now reached 9.5 percent. This first stimulus has proved to be nothing more than a tool to fund a broad-sweeping social agenda that has been on the shelf for years. The Vice President said we misread the economy. Well, Mr. Biden, not one Republican in this House misread it because none of us voted for it. If we really want to stimulate the economy, we should immediately cut marginal tax rates for all and provide emergency tax relief to the very entities that employ 70 percent of those employed--small businesses. The American people have had enough of the tax-and-spend mentality of Congress." (votesmart.org)

  • John Fleming. Extend All Tax Cuts. 16 November 2010. "To that end, let me suggest that instead of making tax cuts temporary and spending permanent, that we make tax cuts permanent and spending temporary. It is time for Congress and the President to put the American people first and extend permanently all of the current tax cuts for families and small businesses in order to make this economy sound for generations to come." (votesmart.org)
  • John Fleming. Congress Should Make Tax Day A Little Less Painful. 16 April 2010. " After a year of unprecedented job loss, there are those in Congress who still refuse to acknowledge that one of the surest ways to facilitate an economic turnaround and create jobs is to ensure that our families and small businesses face a lower tax burden." (votesmart.org)
  • John Fleming. Congressman Fleming Votes No On Stimulus Plan. 16 February 2009. "This bill would reduce the lowest individual tax rates from 15% to 10% and from 10% to 5%. In the 4th Congressional District of Louisiana, 198,703 filers would benefit from the reduction in the 10% bracket and 137,314 filers would benefit from the reduction in the 15% and the 10% brackets. H.R. 470 would also allow small businesses to take a tax deduction equal to 20% of their income. In Louisiana, there are 373,489 small businesses with 500 or fewer employees. That represents 97.5% of the state's employers." (votesmart.org)
  • John Fleming. End the Gridlock and Create Jobs Now. 3 February 2009. "History proves that cutting tax rates for individuals and small businesses is the best way to accomplish this. I supported an alternative bill that would have immediately boosted our economy by cutting taxes for those who actually pay them. This plan would have created 6 million jobs over the next two years - that's twice the jobs at half the cost and showed that Congress can act in a fiscally responsible way. Liberal leadership in the House never let us vote on this legislation. I support a bipartisan solution, which ends gridlock in Congress and creates jobs now." (votesmart.org)
  • John Fleming. Put Americans Back To Work. 26 January 2010. "The Republican plan provides targeted tax relief for working families and small businesses and will create real jobs, not an illusion of jobs saved, as the administration suggests. It's past time that the President and the Democratic majority get serious about putting Americans back to work." (votesmart.org)

The 2nd Amendment simply recognizes our God-given right to self-defense. Law-abiding American citizens have a right to keep and bear arms. And I will always defend that right. Beyond the natural right to defend ourselves and our families, there is a pivotal reason that our Founding Fathers enshrined the 2nd Amendment into our Constitution. They had personally experienced tyranny and oppression. They realized only an armed citizenry can secure and maintain freedom. I will stand up to the Liberal, Gun Control Lobby. I will never compromise in the fight to protect your right to defend yourself and your family against criminals. I will protect your rights to enjoy sports shooting and hunting." (votesmart.org)
  • John Fleming. Providing For Consideration Of Senate Amendments of H. R. 146, Omnibus Public Land Management Act of 2009. 25 March 2009. "The right to bear arms was a founding principle of our democracy, and the second amendment spells out this principle in clear, unambiguous language that requires no clarification or translation: The right of the People to keep and bear arms shall not be infringed. Citizens should not lose this right just because they are standing or driving on Federal lands. It is our responsibility in Congress to craft legislation that is in accordance with the Constitution. And we should not see cede this responsibility to an agenda-driven activist judge. I urge my colleagues to join me in upholding and protecting this country's founding document by voting to restore Americans' second amendment rights on public lands. A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms shall not be infringed. Let us never forget the second amendment and its importance." (votesmart.org)
  • John Fleming. Wicker Sees Progress in Amtrak Firearm Provision. 16 June 2010. "Our Founding Fathers made it very clear that our Second Amendment rights are not to be infringed upon. This important provision enables law-abiding sportsmen and hunters traveling on Amtrak trains to enjoy the same rights as air travelers by allowing firearms to be checked in the secure baggage area. I am very pleased to learn that Amtrak is on track to meet its December deadline for implementation. This strong bipartisan measure is an essential part of the effort to reclaim our Second Amendment rights which have been eroded over the years by activist judges and liberal lawmakers." • John Fleming. Protecting and Defending the Rule of Law in DOMA. 9 March 2011. "Mr. Speaker, what happened to the rule of law? Last week, the U.S. Justice Department announced that President Obama would stop defending the Defense of Marriage Act. I remind you that the President took an oath to protect and defend the Constitution. The Defense of Marriage Act became law in September 1996 to solidify traditional marriage within Federal law. The President now abandons the defense of this law, claiming that no reasonable argument can be made to demonstrate that the law is constitutional--a position many legal scholars have ridiculed while pointing to a wealth of legal authority, including to relevant Federal case law. So it appears that, not only is the President substituting his power and judgment for that of the Congress when it comes to a number of bold administrative measures to write law from the Oval Office, but he is now substituting his power and judgment for that of the Supreme Court. It appears to me that President Obama sees no need for the other two branches of the Federal Government." (votesmart.org)
