The only taxes authorized by the Founders was a tariff on imported goods and exercise taxes on tobacco and alcohol.

One bill does away with the Federal Election Commission.
The other bill cuts off ALL TAXPAYER funding of these Non-Governmental Organizations.

A NGO is a group which advocates something.
Let them advocate all they want but let them raise the money privately.
