Priority Issues:

1) To change the State Tax code, to eliminate the renters credit and allow instead for the deduction of rental expense as a separate item on the State Tax forms. That would include rents up to $36,000 per annum, on residential units of all types including land rent on mobile homes.

2) To put in effect a plan to eventually eliminate tuition on the three higher education systems in California, Community Colleges, CSU and the UC systems. It will take place in the following time frame. Five years for Community Colleges, Ten years for CSU and UC. It will cover up to two years of Community College studies, and up to a total of five years, in total combination, including CSU and UC. It will also have an escalation clause for the tuition waiver, for residents, depending on years of tax presence in California.

3) The establishment of a Home Owner Associations oversight and enforcement agency in the State, to be supported by a nominal fee by HOAs. Despite the proliferation of HOAs no such enforcement agency exists.

4) Initiate negotiations and execute state wide agreements with Solar energy companies and installers, to streamline the installation process and lower installation costs as to encourage expanded solar coverage. I will, in addition, push for the reduction and/or elimination of installation permit fees required of senior citizens, by local municipalities.

5) I will work with and lobby, Technology, Bio-tech, Industrial and Medical-Pharmaceutical Companies, from the US and abroad, in conjunction with local government agencies in my district, to establish long term business activity and operations in my district.

6) To ensure no power plants are built in my district, or near it, by expanding renewable energy options.

7) I want California to be the first State in the nation to implement the following two steps regarding voter registration and voting. A) The State shall provide every registered voter,new and already registered, FREE of charge, a credit card like card with a microchip and a picture. B) Once every voter has received their card, voting can be permitted online through an encrypted site, as well as eventually via secure phone lines. The convenience I believe will lead to much higher participation in elections, as well as lead to substantial financial savings to governmental agencies.

8) Roll back the $150 Fire Fee imposed in all county areas not covered by a fire district, as well as the reduced rates at other areas covered by fire districts. It is a tax and should have been passed as a tax which requires 2/3rds vote. In addition the residents of the affected areas were never consulted or surveyed.

9) Oppose attempts by local municipalities, such as El Cajon City, to attach sewer fees to County property taxes. I am in support of sewer fees being billed by the water districts, as is done in many water districts.

10) I support the reduction of the number of Water Districts in San Diego County, which stands at 24, as to streamline and control the size of administrative costs incurred by so many districts as well as achieving financial savings of scale, ultimately having the effect of lowering rates for users, for the long term.
