Vote to pass a bill that requires school systems to spend at least 65 percent of the total operating expenditure on classroom expenditures such as teachers, aides, classroom supplies, field trips, and athletics beginning in the 2008 fiscal year, but not including teacher training, food service, plant maintenance, transportation, administration, or support staff. Should they refuse to comply, local school boards must show evidence of above average standardized test scores or face decreased funding.
