Title: Legalizing the Production of Industrial Hemp

Vote to pass a bill that legalizes the production of industrial hemp and places it within the jurisdiction of the Department of Agriculture.

Highlights:
-Defines "industrial hemp" as all nonseed parts of the Cannabis sativa plant containing a cropwide average tetrahydrocannabinol concentration not exceeding 0.3 percent on a dry weight basis (Sec. 1). -Requires growers and handlers to acquire industrial hemp licenses, and requires growers and handlers engaged in the production of agricultural hemp seed to obtain agricultural hemp seed production permits, both of which are issued by the Department of Agriculture and valid for 3 years, unless revoked by the Department (Sec. 2). -Specifies that both industrial hemp licenses and agricultural hemp seed production permits shall include the following (Sec. 2):
    -Name and address of the applicant and the industrial hemp operation; -Global positioning system coordinates and legal description for the property used for the industrial hemp; -For growers, information sufficient to establish that the industrial hemp crop of the applicant will be at least 2.5 acres in size; and -Any other information required by the Department of Agriculture.
-Authorizes the Department of Agriculture to impose fees on growers and handlers, and requires the revenue derived from the fees be deposited into the Department of Agriculture Service Fund (Sec. 2). -Authorizes the Department of Agriculture to inspect crops during the growth phase and take a representative composite sample for field analysis (Sec. 2). -Authorizes growers to retain seed from crops to ensure a seed supply for the following year, and does not require an agricultural hemp seed production permit to retain seed for this purpose (Sec 2).
