Vote to pass a bill that allows the Department of the Budget to temporarily allocate funds from July 1, 2009 to July 15, 2009.

Highlights:
-Allows the Director of the Budget to continue to allocate funds to state departments, institutions, and agencies at a level not to exceed eighty-five percent of the level authorized in the 2008-2009 fiscal budget, S.L. 2008-107 (Sec. 1). -Mandates that salary schedules and specific salaries for state employees established for the 2008-2009 fiscal year remain in effect until the effective date of the Current Operations and Capital Improvements Appropriations Act of 2009 (Sec. 2). -Appropriates all funds received under the American Recovery and Reinvestment Act of 2009 in the amounts provided by the federal government (Sec. 6). -Authorizes the Director of the Budget to use funds in the Savings Reserve Account that were appropriated on or before June 30, 2009, to balance the State budget for the 2008-2009 fiscal year (Sec. 7). -Requires the Department of Health and Human Services to submit a plan for Medicare and Medicaid reductions (Sec. 8). -Increases the community college in-state tuition rate to $50.00 per credit hour (Sec. 9). -Increases the community college out-of-state tuition rate to $241.30 per credit hour (Sec. 9). -Takes effect July 1, 2009 and expires July 15, 2009 (Sec. 10).

-Grants the Department of the Budget the power to temporarily allocate funds at a level not more than 85% of the current year's appropriations (Sec. 1). -Provides for state employees to continue receiving their current salary until the 2009 budget is passed, while also freezing salaries at their current levels (Sec. 2). -Appropriates funds from the 2009 American Recovery and Reinvestment Act to programs authorized by the State General Assembly during the 2007-2009 fiscal years (Sec. 6). - Authorizes the Director of the Budget to use funds in the Savings Reserve Account that were appropriated on or before June 30, 2009, to balance the State budget for the 2008-2009 fiscal year (Sec. 7). -Requires the Department of Health and Human Services to submit a plan for Medicare and Medicaid reductions (Sec. 8). -Increases in-state community college tuition to $50 per credit hour and out-of-state community college to $241.30 per credit hour until December 31, 2009 (Sec. 9). -Takes effect July 1, 2009 and expires July 15, 2009 (Sec. 10).
