Title: Expanding Health Insurance

Vote to pass a bill that would expand the availability of government-subsidized health insurance to low-income adults.

Highlights:

-Defines a “low income adult” as an individual who is at least 19 years of age but less than 65 years of age, and whose household income is less than 200 percent of the Federal poverty level at the time of eligibility determination (Sec. 302). -Specifies that the benefit package may include various services, including the provision of prescription drugs and behavioral health services (Sec. 302). -Creates the Pennsylvania Expanded Adult Basic Coverage Insurance Program Fund to receive funds to be used in implementing the program (Sec. 302). -Establishes the following provisional monthly premiums for low-income adults enrolled in the health insurance program: $50 for enrollees whose household income is greater than 175 percent but not greater than 200 percent of the Federal poverty level, $40 for enrollees whose household income is greater than 150 percent but not greater than 175 percent of the Federal poverty level, and no fee for enrollees whose household income is not greater than 150 percent of the Federal poverty level (Sec. 303). -Allows the Department of Public Welfare, in cooperation with the Insurance Department, to apply for all applicable waivers from the Federal Government (Sec. 309).
