Title: Reducing the Use of Plastic Bags

Vote to pass a bill that bans the distribution of certain types of plastic bags by retailers in specified areas.

Highlights:

-Emphasizes harmful effects of plastic bag production and disposal on Barrier Island wildlife, especially sea turtles and other land and marine life (Sec. 1). -Applies only to retailers who have more than 5,000 square of retail or wholesale space and/or operate five or more stores in North Carolina under common management or ownership (Sec. 1). -Applies only to large barrier island or peninsula communities containing a National Seashore or National Wildlife Refuge within their borders (Sec. 1). -Bans distribution of non-reusable plastic bags to customers, except for in the cases of fresh fish, meat, poultry, or produce (Sec. 1). -Requires that retailers subject to this act provide information and incentives to their customers encouraging the use of recycled or reusable bags (Sec. 1). -Allows only recycled paper bags to be substituted for plastic bags (Sec. 1).
