-Mandates that a record limited to pre-decisional advice to the governor concerning budgeting in the custody of any agency or department headed by an unclassified gubernatorial appointee, shall be privileged for 6 months from the date the record is first prepared (Sec. 1). -Revises the exemption clause of the original bill to provide that the laws relative to public records shall not apply to inter-office communications between the governor and his internal staff, the governor's security and schedule, or the schedule and security of the governor's spouse and children (Sec. 1). -Allows authorized persons to examine and/or copy any records pertaining to any money or financial transaction controlled or handled by the governor (Sec. 1). -Requires state police to keep a travel log identifying the date and location of all travel by the governor in state police helicopter.
