Title: National Popular Vote Act

Vote Smart's Synopsis:

Vote to pass a bill that commits Rhode Island's electoral votes to the winner of the national popular vote if and when states comprising a majority of the Electoral College votes pass similar measures.

Highlights:
-Requires all state representatives to the Electoral College to vote for the winner of the national popular vote (Sec. 1). -Establishes that, in the case of a tie in the national popular vote, the electors must vote for the winner of the popular vote in Rhode Island (Sec. 1). -States that this agreement takes effect if and when it is adopted by a number of states cumulatively possessing a majority of the Electoral College votes (Sec. 1). -Provides that any member state may withdraw from the agreement at any time, except that a withdrawal 6 months or less before the end of a president's term will only become effective once a president or vice-president has been qualified to serve the next term (Sec. 1).
