Title: Allowing Charter Schools

Vote on a motion not to pass a bill establishing a process for the creation of charter schools.
Highlights:
-Requires the charter school program to begin with a ten-year pilot phase. Authorizers other than local school boards may only approve 20 public charter schools during this phase (Sec. 2403). -Requires an applicant to submit a proposal to a charter school authorizer outlining a charter school plan. Authorizers can be a local school board, a collaboration of local school boards, or a college or university (Sec. 2409, 2411). -Allows current public school to apply to its local school board to become a public charter school (Sec 2411). -Permits an authorizer to then issue a charter contract detailing the operation of the charter school (Sec. 2412). -Mandates that charter contracts are valid for five years and may be renewed every five years (Sec. 2415). -Mandates that at least 50% of teachers at public charter schools must have an appropriate teaching certificate (Sec. 2416). -Protects the right of teachers at public charter schools to bargain collectively or form a professional group (Sec. 2416). -Requires all state and local funds to follow a student to his charter school except for a 2% administrative allowance that may be retained by the school administrative unit of the student's residence (Sec. 2417).
