Vote to pass a bill that creates a different funding mechanism, a 2.14 percent tax on paid claims, for Dirigo, the state subsidized health insurance program.

Highlights:

-Requires all health insurance carriers, 3rd party administrators, and employee benefit excess carriers to pay a monthly 2.14 percent access payment (tax) on all paid claims except accidental injury, specified disease, hospital indemnity, dental, vision, disability income, long-term care, Medicare supplement or other limited benefit claims (Sec. 4). -Allows the superintendent to revoke the certificate of authority to transact insurance if an entity fails to pay (Sec.4). -Sets goals for the Board of Trustees of Dirigo Health in order to increase affordability and reach uninsured individuals (Sec. 6).
