-Allows incarcerated pregnant women to be removed from facility at a reasonable time before the anticipated birth of the child and be given comfortable accommodations and proper medical care under supervision to prevent escape (Sec. 1).
-Bans the use of any restraints during transportation to and from a hospital, institution, or clinic where women receive care, with exceptions permitted in extraordinary circumstances (Sec. 1).
-Bans the use of any restraints when a pregnant woman is in labor, admitted to a hospital for delivery, or recovering after giving birth (Sec. 1).
