Vote Smart's Synopsis:

Vote to pass a bill that prohibits incarcerated pregnant women from being shackled while in labor, and also provides for the proper medical care and custody of pregnant female inmates before, during, and after delivery.

Highlights:
-Allows incarcerated pregnant women to be removed from facility at a reasonable time before the anticipated birth of the child and be given comfortable accommodations and proper medical care under supervision to prevent escape (Sec. 1). -Bans the use of any restraints during transportation to and from a hospital, institution, or clinic where women receive care, with exceptions permitted in extraordinary circumstances (Sec. 1). -Bans the use of any restraints when a pregnant woman is in labor, admitted to a hospital for delivery, or recovering after giving birth (Sec. 1).
